CITY COUNCIL MINUTES 

OCTOBER 3, 2023 

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold.

ROLL CALL

Roll call of Aldermen present: Aldermen Denise Williams, Frank Menn, Josh Frawley, Brenda Wagner, Pat Peck, Ryan Vickers and Anthony LeFlore. Aldermen Bill Poletti and Harry Zimmerman attended virtually excused. Alderman Barbara Brumfield joined the meeting virtually at 7:05 P.M. - excused. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.

PUBLIC PARTICIPATION

Art Knepper spoke regarding allowing public fishing at Moody Park.

CONSENT AGENDA

Alderman Wagner moved to approve the September 19th City Council minutes. Seconded by Alderman LeFlore.

Alderman Peck moved to amend the September 19th City Council minutes to show that Alderman Ryan Vickers attended virtually. Seconded by Alderman LeFlore.

Roll call on the motion showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers and LeFlore voting "Yea." Motion passed on 10 yeas.

Roll call on the amended September 19th City Council minutes showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers and LeFlore voting "Yea." Motion passed on 10 yeas.

COMMITTEE REPORTS

The Mayor announced that the Operations and Administration Committees will meet Wednesday, October 11th at 7:00 P.M. and the Community Committee will meet on Wednesday, October 18th at 7:00 P.M.

COMMUNICATIONS FROM THE MAYOR 

The Mayor began by announcing that the City's Economic Development Director, Ted Shekell, made a presentation to the Rotary about events in Fairview Heights. Mayor

Kupsky thanked everyone for their well wishes regarding his appointment as President of the Illinois Municipal League. The Mayor noted that there is an increasing amount of vehicle thefts in the area and the Metro East Task Force is actively working on these thefts. Alderman Denise Williams is being inducted into the Black Radio Hall of Fame next week. The Mayor mentioned there will be a Touch-A-Truck event held in the St. Clair Square Mall parking lot on October 7th from 11:00 A.M. - 1:00 P.M.

COMMUNICATIONS FROM ELECTED OFFICIALS 

Alderman Wagner congratulated the Police Department for acting with integrity and regularly communicating with the public.

Alderman Peck mentioned Trekking for Trash is being held on October 14th and October 28th.

Alderman Menn complimented Caseyville Township's improvements to the baseball fields.

NEW BUSINESS 

Proposed Ordinance No. 13-'23, an Ordinance denying an Area Bulk Variance to allow six lots to be below the minimum lot size on Holliday Drive, Fairview Heights, St. Clair County Parcel Numbers 03-27.0-413-001, 03-27.0-411-008, and 03-27.0-413-009. Motion by Alderman Peck. Seconded by Alderman Wagner. Proposed Ordinance No. 13-23 was read for the first time.

Proposed Resolution No. 48-'23, a Resolution approving a Special Use Permit for 5605 N. Illinois Street within the "B-3" Community Business District to allow the operation of an auto body repair facility. Motion by Alderman Poletti. Seconded by Alderman Wagner. Roll call on Proposed Resolution No. 48-'23 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers and LeFlore voting "Yea." Resolution No. 48-23 passes on 10 yeas.

Proposed Resolution No. 48-'23 now becomes RESOLUTION NO. 4519-2023.

Proposed Resolution No. 49-'23, a Resolution approving a Special Use Permit and Site Development Plan for 10850 Lincoln Trail within the "PB" Planned Business District to allow the operation of a national thrift store. Motion by Alderman Wagner. Seconded by Alderman Peck.

Roll call on Proposed Resolution No. 49-'23 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers and LeFlore voting "Yea." Resolution No. 49-'23 passes on 10 yeas.

NEW BUSINESS (continued) 

Proposed Resolution No. 49-'23 now becomes RESOLUTION NO. 4520-2023.

Proposed Resolution No. 50-'23, a Resolution denying a Minor Subdivision for St. Clair County Parcel Numbers 03-27.0-403-001, 03-27.0-411-008, and 03-27.0-413-009 within the 'R-4' Single Family Residential District. Motion by Alderman Peck. Seconded by Alderman Wagner.

Roll call on Proposed Resolution No. 50-'23 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck and LeFlore voting "Yea." Alderman Vickers voted present. Resolution No. 50-'23 passes on 10 yeas.

Proposed Resolution No. 50-'23 now becomes RESOLUTION NO. 4521-2023.

Alderman Peck moved to adjourn. Seconded by Alderman Wagner. Motion carried.

Meeting adjourned at 7:18 p.m.
