City of Belleville Streets & Grades Committee met Oct. 16.

Chairman Alderman Randle called the meeting to order at 6:00 p.m.

Public Participation 

No public participation.

Approval of Minutes 

Alderman Weygandt made a motion to approve the minutes from September 18, 2023. Alderwoman Schneider seconded the motion. All members were in favor by voting aye.

Assistant Director of Public Works 

Jason Poole gave an overview of the Streets Department.

The festival season is now over. The events are a lot of work for the Streets, Parks and Sanitation Departments, from setting up for the events during the week to taking down and cleaning up over the weekend and finishing up on Monday mornings.

Public Works Department has been performing some ditching and concrete work along Kansas Ave. Ditching and Culvert work has been completed along Highview and Dutch Hollow areas.

Mowing is slowing down for the season and potholes continue to be filled.

New Business 

1. Lincolnshire Subdivision and Additional Streets Resurfacing 

Motion to approve Christ Bros. Asphalt, Inc. in the amount of $1,191,974.98 for resurfacing of Lincolnshire Subdivision and S. Douglas Ave., from McClintock to Prairie Ave. (ARPA Funds) Alderman Weygandt made a motion to approve Christ Bros. Asphalt, Inc. in the amount of $1,191,974.98 for resurfacing of Lincolnshire Subdivision and S. Douglas Ave., from McClintock to Prairie Ave. Alderwoman Schneider seconded the motion.

Members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

2. Lincolnshire Subdivision and Additional Streets Resurfacing Construction Inspection Motion to approve Gonzalez Companies, LLC in the amount of $80,000.00 for Construction Inspection of resurfacing Lincolnshire Subdivision and additional streets. (ARPA Funds) Alderwoman Schneider made a motion to approve Gonzalez Companies, LLC in the amount of $80,000.00 for Construction Inspection of resurfacing Lincolnshire Subdivision and additional streets. Alderman Weygandt seconded the motion.

Members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

3. Additional Pavement Replacement on Allsup Pl.

Motion to approve Kinney Contractors, Inc., in the amount of $44,474.50 to replace additional pavement between Allsup Pl. parking lot and the Eastbound ramp to Hwy 15. (ARPA funds) Alderwoman Schneider made a motion to approve Kinney Contractors, Inc., in the amount of $44,474.50 to replace additional pavement between Allsup Pl. parking lot and the Eastbound ramp to Hwy 15. Alderman Weygandt seconded the motion.

Following discussion, members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

4. Lochmueller Group Service Agreement 

Motion to approve Lochmueller Group in the amount of $9,950.00 for Professional Engineering, Surveying, Planning and/or Environmental Services on an "as-needed" basis. (MFT & TIF Funds) Alderman Rothweiler made a motion to approve Lochmueller Group in the amount of $9,950.00 for Professional Engineering, Surveying, Planning and/or Environmental Services on an "as-needed" basis. Alderwoman Schneider seconded the motion.

Members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

5. Public Works Sanitation Trucks 

Motion to approve the recommendation from the Sanitation Dept. to sell/transfer/scrap a 2014 Crane Carrier, VIN #1CYCLL5871T0S1178.

Jason gave an overview of the vehicle, explaining this unit will be sold.

Following discussion, members voted aye in a roll call vote: Schneider, Duco, Ovian, Dintelman, Rothweiler, Weygandt, Sullivan, Randle. Motion carries.

6. Pavement Management/GIS Presentation, by TWM 

Jeffrey Reis, TWM, to present Pavement Management and the GIS work associated to it. Dan Newcomb gave a detailed presentation of the GIS and Pavement Management System, explaining how it will benefit our city.

Miscellaneous/Aldermanic Discussion 6:28 Alderman Elmore joined the meeting.

Alderman Weygandt asks what the locations are for Lincolnshire Resurfacing.

Scott stated Vicksburg Dr., Dovershire Dr., Saratoga Dr., Denvershire Dr., Manassas Ct., Cedar

Mountain Rd., Seven Pines Rd., Fort Henry Dr., Douglas (McClintock to Prairie), and inlets that will be added on Forest Ave.

Chairman Alderman Randle added, this resurfacing will be performed in phases.

Chairman Alderman Randle requested an update from Economic Development, Planning and Zoning Department, for the 12-17th W. Main Streetscape grant.

After discussion, the meeting was adjourned.

A motion to adjourn the meeting was made by Alderwoman Schneider at approximately 6:30 p.m. Alderman Weygandt seconded the motion. All members voted eye. Motion carried.
