City of Fairview Heights City Council met Oct. 17.

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen J. Kaufhold.
ROLL CALL
Roll call of Aldermen present: Aldermen Denise Williams, Frank Menn, Josh Frawley, Brenda Wagner, Harry Zimmerman, Pat Peck, Ryan Vickers, and Anthony LeFlore. Aldermen Bill Poletti and Barbara Brumfield attended virtually - excused. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present.

CONSENT AGENDA
Alderman Peck moved to approve the October 3rd City Council minutes, Finance Director's Report and the bills and invoices presented for payment in the amount of $2,639,442.40. Seconded by Alderman Wagner.
Roll call on the October 3rd City Council minutes, Finance Director's Report and the bills and invoices presented for payment showed Aldermen Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore and Poletti voting "Yea." Motion passed on 10 yeas.
COMMITTEE REPORTS
The Mayor announced that the Community Committee will meet on Wednesday, October 18th at 7:00 P.M.
COMMUNICATIONS FROM THE MAYOR
The Mayor began by mentioning City Clerk, Karen Kaufhold's birthday. A reminder to take precautions regarding Covid and a new vaccine is now available. Trick or treating will be held on Tuesday, October 31st in the City. Mayor Kupsky discussed concerns with peddlers and solicitors and Supreme Court rulings regarding those individuals. The Mayor also spoke about social media posts particularly focusing on St. Clair Square Mall.
COMMUNICATIONS FROM ELECTED OFFICIALS
Alderman Frank Menn mentioned that former Fairview Heights Alderman, Frank Lowry, will undergo open heart surgery.
Alderman Josh Frawley discussed the regulations surrounding peddlers and solicitors.
Alderman Vickers discussed the homeless within the City, and St. Clair Square Mall.
Alderman Peck reported a great turnout for the Trekking for Trash and the next date to participate is October 28th beginning at 8:00 A.M
Mayor Kupsky also commented on the homeless issues within the City.
UNFINISHED BUSINESS
Proposed Ordinance No. 13-23, an Ordinance denying an Area Bulk Variance to allow six lots to be below the minimum lot size on Holliday Drive, Fairview Heights, St. Clair County Parcel Numbers 03-27.0-413-001, 03-27.0-411-008, and 03-27.0-413-009. Proposed Ordinance No. 13-23 was read for a second time.
Roll call on Proposed Ordinance No. 13-'23 showed Aldermen Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore and Poletti voting "Yea." Ordinance No. 13-'23 passes on 10 yeas.
Proposed Ordinance No. 13-23 now becomes ORDINANCE NO. 1951-2023.
NEW BUSINESS
Proposed Ordinance No. 14'-23, an Ordinance repealing Chapter 16, of Ordinance No. 190, "The Revised Code," Chapter 16, Fees and Salaries, Article I Salaries, and establishing a new Article I Salaries; an Ordinance establishing salaries of appointed officials and employees of the City of Fairview Heights, IL 2023-2024. Motion by Alderman Wagner. Seconded by Alderman Peck.
Alderman Menn moved to advance Proposed Ordinance No. 14-'23 to the second reading. Seconded by Alderman Wagner.
Roll call to advance Proposed Ordinance No. 14-'23 to the second reading showed Aldermen Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore and Poletti voting "Yea." Motion passes on 10 yeas.
Roll call on Proposed Ordinance No. 14-'23 showed Aldermen Williams, Menn, Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore, and Poletti voting "Yea." Alderman Frawley abstained from the vote. Proposed Ordinance passed on 9 yeas and 1 abstain. Proposed Ordinance No. 14-23 now becomes ORDINANCE NO. 1952-2023.
Proposed Resolution No. 51-23, a Resolution authorizing the Mayor to enter into a purchase agreement with Kansas Highway Patrol, Topeka, Kansas for the purchase of (1) 2021 Dodge Durango Police Vehicle for use by the Fairview Heights Police Department. Motion by Alderman LeFlore. Seconded by Alderman Frawley.
Roll call on Proposed Resolution No. 51-'23 showed Aldermen Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore and Poletti voting "Yea." Resolution No. 51-'23 passes on 10 yeas.
Proposed Resolution No. 51-'23 now becomes RESOLUTION NO. 4522-2023.
Proposed Resolution No. 52-'23, a Resolution for the addition of a southbound right turn lane from Old Collinsville Road onto Ashland Avenue, signal mods, pedestrian accommodations and incidentals under the Illinois Highway code. Motion by Alderman LeFlore. Seconded by Alderman Peck.
Roll call on Proposed Resolution No. 52-23 showed Aldermen Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore and Poletti voting "Yea." Resolution No. 52-'23 passes on 10 yeas.
Proposed Resolution No. 52-'23 now becomes RESOLUTION NO. 4523-2023.
Proposed Resolution No. 53-23, a Resolution authorizing the Mayor on behalf of the City of Fairview Heights to enter into an agreement with the County of St. Clair for the installation of a southbound right turn lane from Old Collinsville Road onto Ashland Avenue. Motion by Alderman Peck. Seconded by Alderman Williams.

Proposed Resolution No. 54-'23, a Resolution authorizing the Mayor on behalf of the City of Fairview Heights to enter into an agreement with the Illinois Department of Commerce and Economic Opportunity for receipt of funding for costs associated with roadway improvements of Pleasant Ridge Road. Motion by Alderman LeFlore. Seconded by Alderman Wagner.

Proposed Resolution No. 55-'23, a Resolution authorizing the Mayor on behalf of the City of Fairview Heights to enter into an agreement with the Illinois Department of Commerce and Economic Opportunity for receipt of funding for costs associated with the demolition of 125 South Ruby Lane. Motion by Alderman Williams. Seconded by Alderman LeFlore. Roll call on Proposed Resolution No. 55-'23 showed Aldermen Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, LeFlore and Poletti voting "Yea.' Resolution No. 55-'23 passes on 10 yeas.
