City of Jerseyville City Council met Nov. 14.

Here are the minutes provided by the council:

Mayor Kevin Stork called the regular session of the Jerseyville City Council to order Tuesday, November 14TH at City Hall beginning at 6:00 p.m.

ROLL CALL 

Present were Commissioners Anthony Steckel, Steve Pohlman, Zachary Crawford, John Miles, and Mayor Stork. City Attorney William Strang was present. City Clerk Denise Hayes took minutes.

Comm. Pohlman led the opening prayer and pledge of allegiance was recited.

MINUTES 

A motion was made by Comm. Pohlman, seconded by Comm. Miles, to approve the minutes from the regular meeting held Tuesday, October 30, 2023. Roll call vote showed Pohlman aye, Crawford abstain, Steckel aye, Miles aye, and Mayor Stork aye. Motion carried.

BILLS 

A motion was made by Comm. Steckel, seconded by Comm. Crawford, to approve the bills as presented for November 14, 2023, in the amount of $253,767.44. Roll call vote showed all voted aye, no nays, motion carried.

NEW BUSINESS 

A. A motion was made by Comm. Miles, seconded by Comm. Pohlman, to approve an ordinance authorizing the execution of the 2024 Min/Max Contribution agreement and payment option with the Illinois Municipal League Risk Management Association. Comm. Steckel stated the City has opted to continue as in previous years with the min/max contribution that includes a 1% fee and two payment installments. Roll call voted showed all voted aye, no nays, motion carried.

B. A motion was made by Comm. Crawford, seconded by Comm. Steckel, to approve waiving the fee for Downtown Country Christmas Inc. usage of City Center Park on Saturday, November 25th from 4:00 a.m. to 12:00 a.m. for the Christmas festival. Cathie Ward and Beth McGlasson were present and thanked the City and public works employees for helping. Roll call vote showed all voted aye, no nays, motion carried.

C. A motion was made by Comm. Crawford, seconded by Comm. Steckel, to approve the 2024 tax levy estimation. Comm. Steckel noted this year’s extension shows an increase share to the police pension fund, street maintenance, and library. Roll call voted showed all voted aye, no nays, motion carried.

D. A motion was made by Comm. Miles, seconded by Comm. Crawford, to approve an ordinance authorizing execution of the Illinois Public Works Mutual Aid Network agreement. Director of Public Works Manns stated this is an intergovernmental government cooperative which allows the sharing of resources in emergency situations. Roll call vote showed all voted aye, no nays, motion carried.

E. A motion was made by Comm. Miles, seconded by Comm. Crawford, to approve a professional surveying/engineering/land acquisition services agreement with Bartlett & west Inc. for phase 1 and 2 services related to Hollow Avenue roadway improvements phase 2 project and related documents allowing Mayor, City Clerk, and Director of Public Works to sign associated paperwork. Roll call vote showed all voted aye, no nays, motion carried. Director of Public Works reported by signing this paperwork will allow the City to continue to move forward with phase 1 (environmental) and phase 2 (construction) with potential bid letting January-March 2025. He also confirmed there will be some lag time between phases. Roll call vote showed all voted aye, no nays, motion carried.

F. A motion was made by Comm. Steckel, seconded by Comm. Miles, to approve an ordinance adopting and adding a new chapter 9, medical use and adult-use cannabis to the zoning code, and amending title 11, zoning regulations, chapter 2, rules and definitions, and chapter 11, special uses, for the location and regulation of medical use and adult-use cannabis business establishments or facilities and cannabis paraphernalia retail establishments in the City of Jerseyville and in the one and one-half mile extra jurisdictional area around the city as recommended by the planning and zoning board. City attorney William Strang gave a summary explaining the history of this proposed ordinance and, if approved, will allow the City to regulate these types of establishments to specific locations within the City and including the one and one-half mile jurisdictional area as defined in ordinance. Applicants will be required to appeal to the planning and board for special use rezoning prior to Council consideration. All voted aye, no nays, motion carried.

OTHER BUSINESS: Fire Chief Norman Mayor Stork announced a press release has been issued regarding fire code update. Director of Public Works Manns announced basketball games have started at the Susnig Complex and remaining construction of the Complex will continue through the end of the year.

PUBLIC COMMENT – Sherry Droste presented the Council with a proposed Art Block party event to take place June 1, 2024, at City Center Plaza and with her intentions of attending a future Council meeting to request the Council to waive fee for use of Plaza for this event.

ADJOURNMENT: Being no other business to be discussed, a motion was made by Comm. Pohlman, seconded by Comm. Crawford, to adjourn the meeting at 6:24 p.m. Roll call vote showed all voted aye, no nays, motion carried.
