City of Belleville Streets & Grades Committee met Feb. 20.

(a) Members of the public may address the City Council in accordance with Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g);

(b) Public comments are limited to three (3) minutes per speaker;

(c) The subject of public comments shall be reasonably related to matters(s) identified on the meeting agenda and/or other city business;

(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. agreeing with prior speaker);

(e) The following conduct is prohibited during public participation:

 • Acting or appearing in a lewd or disgraceful manner;

 • Using disparaging, obscene or insulting language;

 • Personal attacks impugning character and/or integrity;

 • Intimidation;

 • Disorderly conduct as defined in Section 130.02 of this revised code of ordinances.

(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting alderman.

1. S. Church St. Resurfacing

Motion to approve DMS Contracting, Inc. in the amount of $996,776.62 for the resurfacing of S. Church St. Work consist of removals, class C pavement patch, sidewalk, curb and gutter, driveway pavement, HMA surface removal, HMA base course, HMA surface course, storm sewer inlets, and all incidental and collateral work necessary to complete the work. (CDBG/TIF 3/ARPA Funds)

2. Motion to approve the standard annual MFT IDOT Contracts showing in the following list:

2a. 2024-2025 Infrastructure Program

Hank’s Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $314,451.10.

2b. 2024-2025 Sidewalks Program

Hank’s Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $148,700.00.

2c. 2024-2025 Ditching Program

Hank’s Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $84,693.40.

3. MFT 2024-2025 Materials Program

Consider approval of the following 2024-2025 MFT/TIF lowest responsive bidders:

3a. Beelman Logistics, LLC, to furnish and deliver CA-6, CA-7, Rip Rap and Sand, in the amount of $55,255.00.

3b. Energy Culvert Company, LLC, to furnish and deliver Culverts, in the amount of $38,633.95.

3c. Concrete Supply of Illinois, to furnish and deliver Concrete, in the amount of $18,125.00.

4. S. Church St. Resurfacing Construction Inspection

Motion to enter into an agreement with Gonzalez Companies in the amount of $101,860.00 for Construction Inspection of S. Church St. (ARPA & TIF 3 Funds)

5. MFT 2024-2025 Traffic Signals Program

Consider approval of contract renewal with Electrico pursuant to IDOT requirements in IDOT Special Provisions, Traffic Signal and Street Light Maintenance Program, Section 24-00000-02-GM, in the amount of $83,807.76.

6. Dewey Detention Basin Rehabilitation Project

Motion to enter into an agreement with Gonzalez Companies in the amount of $54,290.00, to analyze how much additional capacity could be added to the detention pond. (TIF 12 Funds)

7. 2024 Annual Bridge Inspection Proposal by Lochmueller Group

Motion to approve Lochmueller Group in the amount of $16,620.00 to perform 2024 Annual Bridge Inspection services according to IDOT guidelines and National Bridge Inspection Standards (NBIS) for all previously listed structures located in the city.

8. Request for Vacating a section of alley behind 725 E. Garfield St.

Motion to vacate a 20’ x 46.5’ section of the alley behind 725 E. Garfield. Resident agrees to grant an access easement to the owner of 801 E. Garfield St.
