City of Fairview Heights City Council met March 19

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 p.m. by Mayor Mark T. Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights, IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen Kaufhold. 

ROLL CALL 

Roll call of Aldermen present: Aldermen Bill Poletti, Denise Williams, Barbara Brumfield, Brenda Wagner, Harry Zimmerman, Pat Peck, Ryan Vickers, and Anthony LeFlore. City Clerk Karen Kaufhold and Attorney Andrew Hoerner were present. Aldermen Frank Menn and Josh Frawley attended virtually. 

PUBLIC PARTICIPATION 

None 

CONSENT AGENDA 

Alderman Anthony LeFlore moved to approve the March 5th City Council minutes and Finance Director's Report and the bills and invoices presented for payment in the amount of $1,862,540.01. Seconded by Alderman Ryan Vickers. 

Roll call on the March 5th City Council minutes and Finance Director's Report and the bills and invoices presented for payment in the amount of $1,862,540.01 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, and LeFlore voting "Yea". Motion passed with 10 yeas. 

COMMITTEE REPORTS 

The Mayor announced that the next Community Committee meeting is scheduled for Wednesday, March 20th, at 7:00 P.M immediately following will be the Finance meeting to discuss the Budget Review. 

COMMUNICATIONS FROM THE MAYOR 

Mayor Kupsky began by stating that Election Day was today, March 19, 2024. The Mayor announced that the Mueller Furniture Ribbon cutting ceremony was held on Friday, March 15th, 2024. A fraud alert was issued for ATM transactions affecting a few local banks. Please alert your bank and the Police Department if you discover any suspicious activity on your bank account. The Mayor reminded us that the Easter Egg Hunt in Moody Park is scheduled for March 23, 2024 at 11:00 a.m. followed by an Egg Hunt for special needs individuals on the Miracle League Field at 12:00 p.m. The Mayor wishes everyone a very Happy Easter!

None 

UNFINISHED BUSINESS 

Proposed Ordinance No. 02-'24, an Ordinance amending Chapter 3 (Administration) of the revised code of Ordinances of the City of Fairview Heights, Illinois, as amended. Proposed Ordinance No. 02- '24 was read for the second time. 

Roll call on Proposed Resolution No. 02-24 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, and LeFlore voting "Yea". 

Proposed Resolution No. 02-'24 passed on 10 yeas. 

Proposed Resolution No. 02-'24 now becomes ORDINANCE NO. 1962-2024 

NEW BUSINESS 

Proposed Resolution No. 08-'24, a Resolution authorizing the Mayor to enter into a rental and maintenance agreement with Marxam, LLC for a Postbase Insight i2 IMI Postage Meter and Base with Scale. Motion by Alderman Peck. Seconded by Alderman Wagner. 

Roll call on Proposed Resolution No. 08-'24 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, and LeFlore voting "Yea". 

Proposed Resolution No. 08-'24 passed on 10 yeas. 

Proposed Resolution No. 08-'24 now becomes RESOLUTION NO. 4542-2024 

Proposed Resolution No. 09-'24, a Resolution authorizing the Mayor to enter into a purchase agreement with Morrow Brothers Ford, Inc. for the purchase of Four (4) 2023 Ford Police Utility Interceptor Vehicles for use by the Fairview Heights Police Department. Motion by Alderman Williams. Seconded by Alderman LeFlore. 

Roll call on Proposed Resolution No. 09-’24 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, and LeFlore voting "Yea". 

Proposed Resolution No. 09-'24 passed on 10 yeas. 

Proposed Resolution No. 09-'24 now becomes RESOLUTION NO. 4543-2024 

Proposed Resolution No. 10-'24, a Resolution authorizing the Mayor to enter into purchase 

agreements for various materials and services from Asphalt Sales and Products, Inc., Kienstra Illinois LLC, and Columbia Quarry Company for public right-of-way maintenance purposes for use by the Public Works Department. Motion by Alderman Brumfield. Seconded by Alderman Poletti. 

Roll call on Proposed Resolution No. 10-'24 showed Aldermen Poletti, Williams, Menn, Frawley, Brumfield, Wagner, Zimmerman, Peck, Vickers, and LeFlore voting "Yea". 

Proposed Resolution No. 10-'24 passed on 10 yeas. 

Proposed Resolution No. 10-'24 now becomes RESOLUTION NO. 4544-2024 

Alderman Peck moved to adjourn. Seconded by Alderman Poletti. Motion carried. 

Meeting adjourned at 7:12 p.m.
