City of Edwardsville Public Services Committee met May 1

Here are the minutes provided by the committee:

I. Public Comment: None. 

II. Council Matters: 

A. Approval of Minutes from the April 9, 2024 Public Services Committee meeting: 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. All Ayes. Committee forwarded to Council for information. 

B. Approval of a Resolution Authorizing the Mayor to Execute a Joint Funding Agreement for Federally Funded Construction for the Troy Road Resurfacing, Section 20-00114-00- RS 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this outlines funding and responsibilities of the City and State with regard to grant funds for the project located along Troy Road from South of Franklin Avenue to South of 4th Avenue. All Ayes. Committee forwarded to Council for consideration. 

C. Approval of a Resolution appropriating City of Edwardsville Funds for the Troy Road Resurfacing, Section 20-00114-00-RS, in the amount of $281,000.00 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this appropriates Capital Improvement Program Funds as matching funds for the project. All Ayes. Committee forwarded to Council for consideration. 

D. Approval of Change Order #4 and Final for the South Charles Street Reconstruction  project 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this change order addresses all remaining outstanding items from the reconstruction project. All Ayes. Committee forwarded to Council for consideration. 

E. A Resolution Authorizing the Police Department to Apply for the FFY25 Tobacco 

Enforcement Program Grant through the Illinois Department of Human Services Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for the Police Department to provide tobacco retailor education and conduct compliance tests from establishments that sell tobacco products. All Ayes. Committee forwarded to Council for consideration. 

F. A Sole Source Resolution Authorizing the Purchase and Installation of Five (5) Autovu Sharpv Camera Kits 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for LPR Cameras to assist in the prevention and investigation of organized theft rings. All Ayes. Committee forwarded to Council for consideration. 

G. A Sole Source Resolution Authorizing a Contract with SM Wilson, Inc. in the amount of $1,367,645.29 for the Route 66 Shared Use Path Phase 5, Schwarz Street Shared Use Path and associated utilities 

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this project will replace the water main along West Street and W Schwarz St as well as installation of a shared use path along the same paths. All Ayes. Committee forwarded to Council for consideration.

VII. Adjournment: Alderman Warren made a motion to adjourn. Alderman Morrison seconded the motion. 

All Ayes. Committee adjourned at 4:59 pm.
