Here are the minutes provided by the council:

1. OPENING

Procedural: 1.1 CALL TO ORDER

Mayor Roach called the meeting to order at 7:00 p.m.

Information, Procedural: 1.2 PLEDGE OF ALLEGIANCE

Council Member Blackburn led council in the Pledge of Allegiance.

Procedural: 1.3 ROLL CALL

Members present: Ross Rosenberg, Dennis Muyleart, Jessica Lotz, Roy Carney, Andrea Fohne, Aaron Hudson, Jim Blackburn, Nathan Parchman, Eric Van Hook

Members present via zoom:  Todd Roach, Stephanie Smallheer

Members absent:  Jerry Albrecht, James Campbell, Tom Vorce

Action, Minutes: 1.4 APPROVAL OF MINUTES - July 1, 2024

Motion by Roy Carney, second by Eric Van Hook to approve the minutes of July 1, 2024.

Aye: Ross Rosenberg, Dennis Muyleart, Jessica Lotz, Roy Carney, Andrea Fohne, Todd Roach, Stephanie Smallheer, Aaron Hudson, Jim Blackburn, Nathan Parchman, Eric Van Hook

Final Resolution: 11 ayes, 3 absent. Motion Carried.

2. PUBLIC HEARING

No Public Hearing scheduled at this time.

3. CITY PRESENTATIONS

Information: 3.1 Proclamation declaring July 15, 2024, as Sun Pawadol Day

Sun Pawadol came forward to accept the proclamation.

Information: 3.2 National Parks & Recreation Month Free Swim on July 30 for O'Fallon and Shiloh residents at O'Fallon Memorial Pool

Andrew Dallner came forward to accept the proclamation.

4. REPORTS - PUBLIC COMMENTS

Information: 4.1 PUBLIC COMMENTS

Vern Malare spoke for 4 minutes and 5 seconds.

Council Member Vorce joined the meeting via zoom call at 7:12 p.m.

5. REPORTS - CLERK'S REPORT

City Clerk Mouser informed everyone that the first day to pick up petition paperwork to run for a city office is August 20, 2024. The first day to file your petition is November 12, 2024 and the last day to file is November 18, 2024.

6. REPORTS - MAYOR'S REPORT

Action: 6.1 Appointment of Camren Luster to the Historic Preservation Commission for a 3-year term expiring July 15, 2027

Motion by Andrea Fohne, second by Roy Carney. to approve the appointment of Camren Luster to the Historic Preservation Committee for a 3-year term expiring July 15, 2027.

Aye: Ross Rosenberg, Dennis Muyleart, Jessica Lotz, Roy Carney, Andrea Fohne, Todd Roach, Stephanie Smallheer, Aaron Hudson, Jim Blackburn, Nathan Parchman, Eric Van Hook

Final Resolution: 12 ayes, 2 absent. Motion Carried.

Information: 6.2 Happy Birthday to Library Director Ryan Johnson

Information: 6.3 Citizens Survey postcards were mailed this week

Information: 6.4 There will be a Town Hall meeting on July 17 at 6 p.m. to discuss road construction, the Forward 50 final report, and a municipal electric aggregation update

Information: 6.5 There will not be a Committee of the Whole meeting on July 29

Information: 6.6 I will be out of the office July 23-August 2

Information: 6.7 There is a vacancy on the Library Board - interested candidates should send their resumes to me

7. RESOLUTIONS

8. ORDINANCES - 1ST READING

9. ORDINANCES - 2ND READING

Action: 9.1 Ordinance amending Title XI, Chapter 112, Section 112.20-112.25, Mobile Food Vehicle Vendors

Motion by Nathan Parchman, second by Jessica Lotz to approve on 2nd Reading an ordinance amending Title XI, Chapter 112, Section 112.20-112.25, Mobile Food Vehicle Vendors.

Aye: Ross Rosenberg, Dennis Muyleart, Jessica Lotz, Roy Carney, Andrea Fohne, Todd Roach, Stephanie Smallheer, Aaron Hudson, Tom Vorce, Nathan Parchman, Eric Van Hook

Nay: Jim Blackburn

Final Resolution: 11 ayes, 1 nay, 2 absent. Motion Carried.

10. ADDITIONAL COMMENTS

Vern Malare spoke for 2 minutes and 16 seconds.

11. REPORTS - COMMUNITY DEVELOPMENT

Mayor Roach stated that they haven’t met since last council meeting and the next meeting is scheduled for July 22, 2024 at 6:00 p.m.

12. REPORTS - PUBLIC WORKS

Council Member Rosenberg stated that they haven’t met since last council meeting and the meeting scheduled for July 22, 2024 has been cancelled due to lack of business.

13. REPORTS - PUBLIC SAFETY

Council Member Van Hook stated that they haven’t met since last council meeting and the next meeting in scheduled for August 12, 2024 at 6:30 p.m.

14. REPORTS - PARKS/ENVIRONMENT

Council Member Carney stated that they haven’t met since last council meeting and the next meeting in scheduled for August 12, 2024 at 5:30 p.m.

15. REPORTS - FINANCE/ADMINISTRATION

Council Member Parchman stated that they haven’t met since last council meeting and the next meeting in scheduled for July 22, 2024 at 5:30 p.m.

Action: 15.1 Warrant Approval

Motion by Nathan Parchman, second by Jessica Lotz to approve Warrant #540 in the amount of $951,633.91.

Aye: Ross Rosenberg, Dennis Muyleart, Jessica Lotz, Roy Carney, Andrea Fohne, Todd Roach, Stephanie Smallheer, Aaron Hudson, Jim Blackburn, Tom Vorce, Nathan Parchman, Eric Van Hook

Final Resolution: 12 ayes, 2 absent. Motion Carried.

16. EXECUTIVE SESSION

Information: 16.1 CLOSED SESSION - Occasionally, the Council may go into closed session to discuss items covered under 5 ILCS 120/2(b)
