City of Edwardsville City Council met July 16

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council took place at 7:00 p.m. at Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding. 

The Pledge of Allegiance recited by all present. 

Council members Miracle, Morrison, Krause, Warren, Grant, Farrar and Patton answered present on roll call. 

Mayor Risavy welcomed everyone in attendance and those viewing on Facebook Live to the meeting. 

Special Recognition/Proclamations/Oaths 

None 

Mayor Risavy opened the public comment portion of the meeting. No public comments made. 

Consent Agenda 

Mayor Risavy read Consent Agenda items as follows: 

• Approval of minutes of Council Meeting on July 02, 2024 

• Reports of Elected and Appointed Officials: 

◦ Finance Director - Monthly Financial Report (to be distributed) 

◦ Finance Department - Monthly Activity Report

◦ Police - Monthly Activity Report 

◦ Fire Chief- Monthly Activity Report (Fire and EMS Services)

Motion by Grant, seconded by Farrar to approve the Consent Agenda presented. 

Roll Call on Consent Agenda: Seven Ayes with Aldermen Miracle, Morrison, Krause, Warren, Grant, Farrar and Patton voting aye. Motion carried.

Finance Committee 

Minutes of the Finance Committee meeting held on June 27, 2024 were presented for information and file. 

Motion by Krause, second by Miracle to approve the Claims -$2,098,873.21 

Roll Call: Seven Ayes with Aldermen Miracle, Morrison, Krause, Warren, Grant, Farrar and Patton voting aye. Motion carried. 

Motion by Krause, second by Miracle to approve a Resolution Authorizing Purchase of One (1) E-One Custom Pumper Mounted on a 2025/2026 Typhoon Chassis in an Amount Not to Exceed $910,000.00 Through the Sourcewell Joint Purchasing Contract #113021-RVG-1 from Banner Fire Equipment, Inc. 

Alderman Krause commented this is a budgeted item for the year. Assistant Fire Chief McKee commented this replaces a 2001 fire truck. The truck will be delivered in 2026. Alderman Patton commented regarding the new mandates on engines and diesel. He is happy we have ordered the truck before the changes take place. Alderman Patton also commented on the accelerated inflation with the costs of new fire equipment. 

Roll Call: Seven Ayes with Aldermen Miracle, Morrison, Krause, Warren, Grant, Farrar and Patton voting aye. Motion carried. 

Motion by Krause, second by Miracle to approve a Resolution Authorizing the Purchase of Two (2) 2025 Ford Explorer Interceptors from Morrow Brothers Ford, Inc., and Associated Equipment not to exceed $127,368.48. 

Alderman Krause commented these will replace older vehicles in the fleet. 

Roll Call: Seven Ayes with Aldermen Miracle, Morrison, Krause, Warren, Grant, Farrar and Patton voting aye. Motion carried. 

Finance Committee will meet on Thursday, August 01, 2024 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025. 

Public Services Committee 

Minutes of the Public Services Committee meeting held on June 27, 2024 presented for information and file. 

Motion by Warren, second by Morrison for Approval of a Professional Services Agreement with Crawford, Murphy & Tilly, Inc. for the Preliminary Engineering of the Water Treatment Plant Improvements Project for $1,894,000.00. 

Alderwoman Warren commented this is for evaluation, design and bid document design for the water treatment plant improvements. 

Roll Call: Seven Ayes with Aldermen Miracle, Morrison, Krause, Warren, Grant, Farrar and Patton voting aye. Motion carried. 

Motion by Warren, second by Morrison for approval of a Professional Services Agreement with Crawford, Murphy & Tilly, Inc. for the Willow Creek Drive Culvert Replacement Project for $317,210.00. 

Alderwoman Warren commented this is to replace existing culverts. Money comes from the capital improvement program. The area is in need of dire repair. Alderman Patton commented that this affects several areas in the city. 

Roll Call: Seven Ayes with Aldermen Miracle, Morrison, Krause, Warren, Grant, Farrar and Patton voting aye. Motion carried. 

Public Services Committee will meet on Thursday, August 01, 2024 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025. 

Administrative & Community Services Committee 

Minutes of Administrative & Community Services Committee meeting on June 27, 2024 were presented for information and file. 

Motion by Grant, second by Miracle to approve a Resolution Approving the Placement of Banners on Streetscape Light Poles in Downtown Edwardsville by Southern Illinois University Edwardsville, 

SIUE is purchasing 46 banners. They will be up in the fall and in the spring. 

Roll Call: Seven Ayes with Aldermen Miracle, Morrison, Krause, Warren, Grant, Farrar and Patton voting aye. Motion carried. 

Alderwoman Grant presented the minutes of the Bicycle and Pedestrian Advisory Committee from June 05, 2024 for information and file. 

Administrative & Community Services Committee will meet on Thursday, August 01, 2024 at 5:00 p.m. in City Hall

There being no further action required, Council adjourned at 7:17p.m. with a motion by Miracle, second by Morrison.
