City of O'Fallon Community Development Committee met July 22

Here are the minutes provided by the committee:

1.1 CALL TO ORDER: 6:00 PM

1.2 ROLL CALL - Committee Members: Todd Roach, Chair (in person), James Campbell, Vice Chair (via Zoom), Jerry Albrecht (in person), Tom Vorce (in person), Nathan Parchman (in person), and Stephanie Smallheer (in person).

1.3 Approval of Minutes from Previous Meeting – Motion was made by Albrecht, seconded by Vorce, all ayes. Motion carried.

2. Items Requiring Council Action – Monday, August 5, 2024

2.1 1410 Crisnik Drive & 520 S. Seven Hills Road Rural Residential Rezoning (1st Reading)– Justin

Randall, Community Development Director, provided an overview of the requested rezoning to Rural Residential District for the five parcels of ground, totaling 17.54 acres of land along Seven Hills Road, just north of First Baptist Church – O’Fallon. The Committee and Council members discussed the application including whether they could condition the approval to not allow animals. Randall indicated this was a rezoning request, not a planned use and therefore, could not be conditioned. Council Member Vorce made a motion to approve the requested rezoning application. Council Member Parchman seconded the motion and the motion passed with a vote of 6 ayes and 0 nays. The request will be on the August 5, 2024 City Council agenda for 1st Reading.

2.2 DP Golf Indoors – Planned Use – Video Gaming (1st Reading) – Justin Randall provided an overview of the proposed planned use request for video gaming at DP Golf Indoors on Central Park Drive. Randall indicated the business had met the eligibility requirements to apply for video gaming. The Committee and Council discussed the merits of the request and asked staff about the business’ ability to meet the 50% rule of revenue verse food and beverage revenue. Staff reminded the Committee and Council that the item before them was a requested planned use and whether video gaming at this location was appropriate from a land use perspective. The rules regarding video gaming revenue would be handled administratively and the applicant was very much aware of the rules. Council Member Albrecht made a motion to recommend approval of the ordinance. Council Member Parchman seconded the motion and the motion passed with a vote of 6 ayes and 0 nays. The request will be on the August 5, 2024 City Council agenda for 1st Reading..

2.3 Forward 50 Great Street Plan Adoption (Resolution) – Justin Randall introduced the Forward 50 Great Street Plans and introduced Cory Scott from RDg Planning & Design. Scott gave an overview of the Forward 50 Plan, the public engagement and some of the projects developed along the corridor through the planning process. Randall then provided information on the Top 5 projects that citizens, elected and appointed officials and staff were polled on to begin working on the next steps of implementation. Randall indicated the resolution to adopt the plan would be on the August 5, 2024.

4.1 Ron Zelms indicated that he would like the City to look at how to add safe pedestrian crossings on South Lincoln near Pierce Boulevard and Dartmouth Drive.
