City of Edwardsville City Council met Sept. 17

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council took place at 7:00 p.m. at Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding. 

The Pledge of Allegiance recited by all present. 

Council members Grant, Farrar, Patton, Miracle, Krause and Warren answered present on roll call. Morrison was absent-excused. 

Mayor Risavy welcomed everyone in attendance and those viewing on Facebook Live to the meeting. 

Special Recognition/Proclamations/Oaths 

Citizen Commendation: Samantha Smith, Dakota R Moore, Lyndsey Holder and Charles "Chris" Silvey. Chief Fillback and Chief Whiteford came forward to present the Commendation. Sunday, June 16, 2024 a motorcyclist was injured in a crash. Several citizens were on scene and attempted to render aid. The citizens did not hesitate to help a citizen in need. They all contributed to the preservation of the injured citizen life! Their actions reflect the highest level of professionalism 

Mayor Risavy opened the public comment portion of the meeting. No public comments made. 

Consent Agenda 

Mayor Risavy read Consent Agenda items as follows: 

● Approval of minutes of Council Meeting on September 03, 2024 

● Reports of Elected and Appointed Officials: 

○ Finance Director - Monthly Financial Report (to be distributed)

○ Finance Department - Monthly Activity Report 

○ Police - Monthly Activity Report 

○ Fire Chief - Monthly Activity Report (Fire and EMS Services) 

● Circuit Clerk's Report

Mayor Risavy announced an addition to the agenda under Legislative & Executive. Samm's Last Chance Saloon, 1013 N Main St, Edwardsville IL 62025. Owners- Eric Heath. Class C- Sale of alcohol for consumption on the premises as well as retail sale of packaged liquor for consumption off the premises. 

Motion by Grant, seconded by Miracle to approve the Consent Agenda presented. Roll Call on Consent Agenda: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried.

Petitions and Communications 

Legislative & Executive 

Motion by Farrar, second by Grant to approve appointment of Colin Gibbons to the Bicycle & Pedestrian Advisory Committee with a term ending April 2027. 

Roll Call: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried. 

Motion by Farrar, second by Krause for approval of reappointment of Aaron Newcom to the Bicycle & Pedestrian Advisory Committee with a term ending April 2027. 

Roll Call: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried. 

Motion by Krause, second by Grant for approval of reappointment of Danielle Adair to the Bicycle & Pedestrian Advisory Committee with a term ending April 2027. 

Roll Call: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried. 

Motion by Krause, second by Warren for approval of Reappointment of Emily Morrison to the Bicycle & Pedestrian Advisory Committee with a term ending April 2027. 

Roll Call: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried. 

Motion by Krause, second by Miracle for approval of reappointment of Paul Brazier to the Bicycle & Pedestrian Advisory Committee with a term ending April 2026. 

Roll Call: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried. 

Motion by Krause, second by Warren for approval of reappointment of Musonda Kapatamoyo to the Bicycle & Pedestrian Advisory Committee with a term ending April 2025. 

Roll Call: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried. 

Motion by Krause, second by Miracle for approval of Class C liquor license at Phoenix 1929, LLC d/b/a 1929 Pizza and Wine, 921 S Arbor Vitae, Suite 101, Edwardsville IL 62025. Retail sale for consumption on the premises and to go packaged liquor, Amy Herren- owner. Roll Call: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried. 

Motion by Krause, second by Miracle for approval of a Class C - Sale of alcohol for consumption on premises as well as retail sale of packaged liquor for consumption off the premises. Samm's Last Chance Saloon, 1013 N Main St, Edwardsville IL 62025. Owners- Eric Heath. 

Roll Call: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried.

Finance Committee 

Motion by Krause, second by Miracle to approve the Claims -$3,339,851.12 

Roll Call: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried. 

Finance Committee will meet on Thursday, September 26, 2024 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025. 

Public Services Committee 

Public Services Committee will meet on Wednesday, September 25, 2024 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025. 

Administrative & Community Services Committee 

Minutes of Administrative & Community Services Committee meeting on August 29, 2024 were presented for information and file. 

Motion by Grant, second by Farrar for approval of a Parade Resolution Approving IDOT Temporary Closure of Highways for Chamber of Commerce Halloween Parade on October 31, 2024. 

Roll Call: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried. 

Motion by Grant, second by Miralce for approval of RASE Board Items from the September 03, 2024 meeting: 

a) Mistletoe Market on November 09, 2024 

Roll Call: Six Ayes with Aldermen Grant, Farrar, Patton, Miracle, Krause and Warren voting aye. Motion carried. 

Alderwoman Grant presented the minutes from the Bicycle, Pedestrian Advisory Committee meeting held on August 07, 2024, and the minutes from the Recreation, Arts and Special Events Board meeting held August 06, 2024 for information and file. 

Administrative & Community Services Committee will meet on Thursday, September 26, 2024 at 5:00 p.m. in City Hall 

Old Business 

Mayor Risavy read a statement regarding the fire on Devon Court in Edwardsville. The fire occurred on Friday, September 13, 2024. The fire seriously damaged the building and displaced residents. Mayor Risavy commented the Criterium Race held this past weekend. He thanked the Rotary and the city employees for all of the hard work. What a great event! 

Mayor Risavy thanked the Police Department for the DARE Car Show. 

New Business 

Mayor Risavy reviewed the press release regarding the member directed grant from Representative Katie Stuart. The City of Edwardsville will receive $2 million dollars for bolstering downtown businesses. The grant will create the Goshen Comments project. The project includes a pedestrian friendly public courtyard. The site will also include a pavilion for performances. Goshen Commons will take place with infrastructure improvements downtown! Thank you Representative Katie Stuart for securing the grant for the city! 

Mayor Risavy reviewed the Governor's Cup award received by the City. The award was in support and collaboration with Madison County Challenger Baseball program. The program is a league for people with disabilities. The games are played at Plummer Family Park. The group is on Facebook. Volunteers help during the games as buddies. The City of Edwardsville Parks and Recreation Department helps with the Challenger Baseball program. The City is proud of this award!
