Meeting called to order at 7:00 PM

Council Member Albrecht led the council in the Pledge of Allegiance

Motion by Jerry Albrecht, second by Roy Carney to approve the minutes of September 16, 2024

Information: 3.1 Life Saving Award Recognition

Chief’s Commendations were presented to: Michelle Foster, James Warren,  and Kyle Sullivan

Frank Moroski spoke for 4 minutes and 3 seconds.

5. REPORTS - CLERK'S REPORT

Action: 5.1 Request from the O'Fallon Kiwanis Club to conduct a "make-up" roadblock at the intersections of State & Lincoln and State & Smiley on October 26 from 8 a.m.-12 p.m.

Motion by Roy Carney, second by Nathan Parchman to approve the request from the O'Fallon Kiwanis Club to conduct a "make-up" roadblock at the intersections of State & Lincoln and State & Smiley on October 26 from 8 a.m.-12 p.m.

7. RESOLUTIONS

Action: 7.1 Resolution amending the Redevelopment Agreement with Hospital Sisters Health System

Motion by James Campbell, second by Jessica Lotz to approve a Resolution amending the Redevelopment Agreement with Hospital Sisters Health System.

Council Member Albrecht stated that the timeline was set years ago, and an extension was granted 1 year ago.

Council Member Vorce stated that the next meeting is scheduled for October 14, 2024 at 6:00 p.m.

14. REPORTS - PARKS/ENVIRONMENT

Council Member Albrecht stated that the meeting scheduled for October 14, 2024 has been cancelled due to no business.

15. REPORTS - FINANCE/ADMINISTRATION

Council Member Parchman stated that the next meeting is scheduled for October 28, 2024 at 5:30 p.m.

Action: 15.1 Warrant Approval

Motion by Nathan Parchman, second by Tom Vorce to approve Warrant #545 in the amount of $3,256,226.17
