Mayor Roach called the meeting to order at 7:00 p.m.

Council Member Hudson led the council in the Pledge of Allegiance.

Council Member Roach joined the meeting at 7:01 p.m. in person.

Motion by James Campbell, second by Jerry Albrecht to approve the minutes of November 4, 2024.

City Clerk Mouser stated that there are no items for the clerk’s report.

6. REPORTS - MAYOR'S REPORT

Information: 6.1 Thank You to the Monument Committee and the VFW for two very nice Veterans Day activities.

Information: 6.2 Happy Birthday to City Council Member Dennis Muyleart and City Administrator Walter Denton.

Information: 6.3 Thanksgiving Vine Street Market is Saturday, November 23, 9 a.m.-12 noon, at O'Fallon Station.

Information: 6.4 Happy Thanksgiving to everyone.

Information: 6.5 Free Thanksgiving Day Meals at two locations: Faith Lutheran Church on Hwy. 50 and American Legion Hall on Washington Street. Both starts serving at 11 a.m.

Information: 6.6 City offices closed Nov. 28-29 for the Thanksgiving holiday.

Information: 6.7 The Illuminated Holiday Parade is Saturday, Nov. 30, 6 p.m., at the Downtown District.

Information: 6.8 Winter Vine Street Market and Home for the Holidays festival is Saturday,

December 14, 4-8 p.m., at the Downtown District.

7. RESOLUTIONS

Action: 7.1 Resolution Approving the Capital Improvements Plan (CIP) for Fiscal Years 2026-2030

Motion by Nathan Parchman, second by James Campbell to Approve a Resolution Approving the Capital Improvements Plan (CIP) for Fiscal Years 2026-2030.

Aye: Ross Rosenberg, Dennis Muyleart, Jerry Albrecht, Jessica Lotz, Roy Carney, Andrea Fohne, Todd Roach, Stephanie Smallheer, Aaron Hudson, Jim Blackburn, James Campbell, Nathan Parchman, Eric Van Hook

Motion by Nathan Parchman, second by Jessica Lotz to approve Warrant #548 in the amount of $1,323,838.68.
