1. OPENING

Procedural: 1.1 CALL TO ORDER

Mayor Roach called the meeting to order at 7:00 p.m.

Council Member Parchman led the council in the Pledge of Allegiance.

Action, Minutes: 1.4 APPROVAL OF MINUTES - November 18, 2024

Motion by Jerry Albrecht, second by James Campbell to approve the minutes of November 18, 2024.

2. PUBLIC HEARING

3. CITY PRESENTATIONS

Recognitions: 3.1 ILEAP Police Department Accreditation Presentation

Mr. Kenny Winslow from The Illinois Association of the Chief's of Police came forward with the mayor to present a plaque for the Accreditation of the O'Fallon Police Department.

4. REPORTS - PUBLIC COMMENTS

Opal Caroline Malare spoke for 2 minutes and 52 seconds.

Vern Malare spoke for 3 minutes and 31 seconds.

5. REPORTS - CLERK'S REPORT

City Clerk Mouser stated that there are no items for the clerk’s report.

6. REPORTS - MAYOR'S REPORT

Information: 6.1 I Hope Everyone had a Good Thanksgiving holiday

Information: 6.2 Thank You to Faith Lutheran Church and The Moose Lodge for providing Thanksgiving dinners to the community.

Information: 6.4 There will be committee meetings on 12/9 and a City Council meeting on 12/16

Information: 6.5 I will be in Chicago on December 5-7 for Firefighters Pension Meetings and IML

Board of Directors meeting

Information 6.6 Tax Levy missing from the agenda. We will need to have an emergency reading on December 16, 2024. This item has already been discussed at several finance meetings and has a deadline for submittal at the county of the last Tuesday of December. We will not have two council meetings between now and that date so this will cause the waiving of the first reading and a vote at the next council meeting.

7. RESOLUTIONS

Action: 7.1 Resolution adopting the Bike Trail Master Plan

Motion by Ross Rosenberg, second by Jessica Lotz to approve a resolution adopting the Bike Trail Master Plan

Action: 7.2 Resolution authorizing the mayor to execute an agreement with Thouvenot, Wade & Moerchen, Inc. for the South Cherry Street Stormwater Analysis in the amount of $175,000.00.

Action: 8.1 Ordinance Amending the Code of Ordinances of the City of O'Fallon, Chapter 78, Parking Schedules, Schedule IV, Snow Routes

Motion by Ross Rosenberg, second by Jerry Albrecht to consider on 1st reading an Ordinance Amending the Code of Ordinances of the City of O'Fallon, Chapter 78, Parking Schedules, Schedule IV, Snow Routes

Council Member Roach asked to consider Marbleton Circle and Bandmour Place

Council Member Fohne asked to consider all streets around EK and St. Clare Schools

Mayor Roach asked for the council members to get their recommendations to Jeff Taylor by Tuesday, December 3, 2024. The snow routes will be discussed at the Public Safety meeting next week.

Council Member Rosenberg stated that the next meeting is scheduled for January 27, 2025 at 6:00 p.m.

Council Member Vorce stated that the next meeting is scheduled for December 9, 2024 at 6:00 p.m.

14. REPORTS - PARKS/ENVIRONMENT

Council Member Albrecht stated that the next meeting scheduled for December 9, 2024 has been cancelled.

15. REPORTS - FINANCE/ADMINISTRATION

Information: 15.1 Draft Finance & Administration Minutes - November 25, 2024

Council Member Parchman stated that the next meeting is scheduled for January 27, 2025 at 6:00 p.m.

Action: 15.2 Warrant Approval

Motion by Nathan Parchman, second by Stephanie Smallheer. to approve Warrant #549 in the amount of $3,142,713.82.
