City of Highland City Council met Dec. 2

Here are the minutes provided by the council:

Mayor Kevin Hemann called the Regular Session to order at 6:30pm at Highland City Hall.

Council members Bellm, Sloan, Frey, and Napper were present. Others in attendance were City Manager Conrad, City Attorney Mike McGinley, Directors Cook, Ohren, Rosen, and Widman, Manager Pinsker, Coordinator Hubbard, EMS Chief Wilson, Treasurer Nicolaides, Deputy City Clerks Hediger and Flake, City Clerk Bellm, and 9 citizens.

After the Pledge of Allegiance, Mayor Hemann thanked everyone in attendance for joining us tonight. It has been almost two years since we were last in here.

MINUTES

Councilman Frey made a motion to approve the minutes of the November 18, 2024 Regular Session as attached. Motion seconded by Councilman Napper. Roll Call Vote: Councilmembers Sloan, Frey and Napper voted aye, none nay. Councilwoman Bellm abstained. Motion carried.

PRESENTATION

Mayor Hemann presented a new U.S. Flag and stand for the Senior Center as a “thank you” for the use of the Highland Area Senior Center during the City Hall renovations. Elmer Emig and Linda Klaus accepted the gift.

PROCLAMATION

Mayor Hemann read a document proclaiming the week of December 2 through 6, 2024 as Youth Appreciation Week. He added that, later this evening, City Manager Conrad and I will be attending the Optimists’ meeting and will present the proclamation at that time.

PUBLIC FORUM

Citizens’ Requests and Comments:

Highland Masonic Lodge #583 – Street Closure Request for 2025 Sausage Supper – Scott Gathard, Representative, requested partial street closure for one block of 9th St., from Walnut Street to Pestalozzi Street, on Sunday, March 2, 2025, 10:00am-4:00pm to assist with traffic flow for their annual sausage supper. Councilwoman Bellm made a motion to approve the Masonic Sausage Supper street closure on Sunday, March 2, 2025, as attached. Motion seconded by Councilman Napper. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

City Manager Chris Conrad stated there was nothing to report.

NEW BUSINESS

Award Bid #E-10-24 for Purchase of One 2000 kVA, 480Y/277V 3-Phase Pad Mount Transformer for Trouw Nutrition – Councilwoman Bellm made a motion to award Bid #E-10-24 for purchase of one 2000 kVA, 480Y/277V 3-Phase Pad Mount Transformer for Trouw Nutrition to Fletcher Reinhardt, in the amount of $96,100.00 as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

Bill #24-120/ORDINANCE Declaring Personal Property of the City of Highland Surplus And Authorizing Its Sale and/or Disposal, Specifically Personal Property From the EMS Department – Councilman Frey made a motion to approve Bill #24-120/Ordinance #3362 declaring personal property of the City of Highland surplus and authorizing its sale and/or disposal, specifically personal property, one Model 6252 “Stair Pro”, from the EMS Department as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

Bill #24-121/RESOLUTION Approving and Authorizing the Execution of a Proposal for Preliminary Engineering Services with Oates Associates, Inc., for Updating City’s 2010 Trail Master Plan – Councilwoman Bellm made a motion to approve Bill #24-121/Resolution #24-12-3144 approving and authorizing the execution of a proposal for preliminary engineering services with Oates Associates, Inc., for updating City’s 2010 Trail Master Plan as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

Bill #24-122/RESOLUTION Transferring the “A2” Liquor License of Old Time Pub, LLC, to New Member Mit Patel Pursuant to Chapter 6, of the Code of Ordinances, City of Highland, Entitled Alcoholic Liquor – Councilman Frey made a motion to approve Bill #24-122/Resolution #24-12-3145 transferring the “A2” Liquor License of Old Time Pub, LLC, to new member Mit Patel pursuant to Chapter 6, of the Code of Ordinances, City of Highland, entitled Alcoholic Liquor as attached. Motion seconded byCouncilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

Accepting Expenditures Report #1278 for Nov. 2, 2024 through Nov. 15, 2024 – Councilwoman Bellm made a motion to accepting Expenditures Report #1278 for November 2, 2024 through November 15, 2024 as attached. Motion seconded by Councilman Frey. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.

Accepting Expenditures Report #1279 for Nov. 16, 2024 through Nov. 29, 2024 – Councilman Frey made a motion to accepting Expenditures Report #1279 for November 16, 2024 through November 29, 2024 as attached. Motion seconded by Councilwoman Bellm. Roll Call Vote: Councilmembers Sloan, Frey, Bellm and Napper voted aye, none nay. Motion carried.
