State Representative Charlie Meier paid tribute to Trooper Clay Carns on the House Floor. In his remarks, Meier recounted the events of December 23 when Illinois State Trooper Clay M. Carns was struck by a vehicle while attempting to remove debris from southbound I-55 near Channahon. The vehicle violated Scott’s Law, which mandates that vehicles move over when approaching an emergency or hazard-lit vehicle.
Trooper Carns was transported to St. Joseph Hospital in Joliet, where he succumbed to his injuries. Meier highlighted Carns' service history, noting that he joined the ISP Academy on November 10, 2013, as part of Cadet Class 123 and graduated on May 2, 2014. In recognition of his efforts against gun violence and interstate shootings, Carns received the Violent Crime Expressway Ribbon in 2022 and was assigned to Troop 3.
Carns' dedication as a public servant was emphasized by Meier, who described him as "a passionate public servant who will be remembered for his unparalleled dedication to his city, community, and state." At the age of 35, Trooper Carns leaves behind his wife Meghan; children Gray and Ally; parents Patti and Danny Carns; and siblings Chad Carns, Erica Raciack, and Elyssa Carns.
Born and raised in Nashville, Illinois area, Trooper Carns served with the Illinois State Police for 11 years. His role took him north to Orland Park with his family. On January 3, 2025, Trooper Carns was laid to rest in Orland Park.
