City of O'Fallon Community Development Committee met Dec. 9

CALL TO ORDER: 5:30 PM
1.2 ROLL CALL - Committee Members: Todd Roach, Chair (in person), James Campbell, Vice Chair (in person), Jerry Albrecht (in person), Tom Vorce (excused), Nathan Parchman (in person), and Stephanie Smallheer (in person).
1.3 Approval of Minutes from Previous Meeting – Motion was made by Albrecht, seconded by Campbell, all ayes. Motion carried.
2. Items Requiring Council Action – Monday, October 14, 2024
2.1 Planned Use: Ordinance amending Ord. 623, Zoning for 129 Auto Court (Development know as “Richline Motorsports”) – Grant Litteken, Assistant City administrator and Interim Community Development Director, provided an overview of the proposal to permit to use the site as aftermarket vehicle parts and accessories store. Any new “Auto Service Garage” use in the City of O’Fallon, IL is required to obtain planned use application approval prior to operating at any site in the municipality. Council members requested information on signage. The application did not include any signage variances and will be subject to standard regulations for signage. Council Member Campbell made a motion to recommend approval of the ordinance. Council Member Parchman seconded the motion and the motion passed with a vote of 5 ayes and 0 nays. The request will be on the December 16, 2024 City Council agenda for 1st Reading.
Litteken requested that a single decision/vote determine the approval for all the following agenda items (2.2-2.6).
2.2 Motion to Approve the Special Event Permit request for 2025 Vine Street Markets
2.3 Motion to Approve the Special Event Permit request for 2025 Vine Street Micro Markets
2.4 Motion to approve the Special Event Permit Application for the 2025 District Night Concert Series
2.5 Motion to approve the Special Event Permit Application for the 2025 Witches and Wizards Festival
2.6 Motion to Approve the Special Event Permit request for 2025 Vine Street Thanksgiving Market
2.7 Motion to Approve the Special Event Permit request for 2025 Home for the Holidays.
2.8 Motion to Approve the Special Event Permit Application for 2025 A Wizard's Birthday
Council Members Fohne and Carney brought up that closures of first street cause confusion between times when the road is closed and when it is not. Litteken explained that staff regularly monitors the roadways and in the event additional closures are needed, they would be done by the on-duty patrol officers.
Council Member Albrecht made a motion to recommend approval of the special event package. Council Member Parchman seconded the motion and the motion passed with a vote of 5 ayes and 0 nays. The request will be on the December 16, 2024 City Council agenda for 1st Reading.
