City of Jerseyville City Council met Dec. 10
Here are the minutes provided by the council:
Mayor Kevin Stork called the regular session of the Jerseyville City Council to order Tuesday, December 10th at City Hall beginning at 6:00 p.m.
ROLL CALL
Present were Commissioners Anthony Steckel, Steve Pohlman, Zachary Crawford, John Miles, and Mayor Kevin Stork. City Attorney William Strang was present. City Clerk Denise Hayes took minutes.
Comm. Pohlman led the opening prayer and pledge of allegiance was recited.
MINUTES
A motion was made by Comm. Crawford, seconded by Comm. Steckel, to approve the minutes from the regular meeting held Tuesday, November 26, 2024. Roll call vote showed all voted aye, no nays, motion carried.
BILLS
A motion was made by Comm. Steckel, seconded by Comm. Miles, to approve the bills as presented for December 10, 2024, in the amount of $364,911.53. Comm. Steckel noted a pay request from Library for their improvement project was included in the bill total. Roll call vote showed all voted aye, no nays, motion carried.
NEW BUSINESS
A. A motion was made by Comm. Steckel, seconded by Comm. Crawford, to approve the 2025 Tax Levy Ordinance. Comm. Steckel stated tax levy included an increase in street maintenance and library share but remained under 5%. Roll call vote showed all voted aye, no nays, motion carried.
B. A motion was made by Comm. Steckel, seconded by Comm. Crawford, to approve the 2025 City Council meeting dates. All regular meetings will be held every other Tuesday at 6:00 p.m. except for the following: July 8th meeting will begin at 5:00 p.m. due to the Fair Parade and the first meeting in November will be held on November 10th due to that Tuesday being Veteran’s Day. Roll call vote showed all voted aye, no nays, motion carried.
C. A motion was made by Comm. Crawford, seconded by Comm. Steckel, to approve a resolution authorizing Whitt Law LLC to file an appearance with the property tax appeal board in the matter of Walgreens, PTAB docket #2023-05922, and to represent the City in those proceedings. City Attorney Strang explained this is for the appeal on the 2023 tax year filing by Walgreen’s. The City has addressed the appeal already for the 2022 tax year and believes the outcome of that ruling should apply to the 2023 appeal. The appraisal that was done initially should also apply to this appeal as well. Roll call vote showed all voted aye, no nays, motion carried.
D. A motion was made by Comm. Miles, seconded by Comm. Steckel, to approve the renewal of stop loss carrier with Berkley Accident and Health for group health plan effective January 1, 2025, through December 31, 2025. Roll call vote showed all voted aye, no nays, motion carried.
E. A motion was made by Comm. Steckel, seconded by Comm. Crawford, to approve the contingent quote for renewal of captive program for group health plan through Berkley Accident and Health effective January 1, 2025, through December 31, 2025. Roll call vote showed all voted aye, no nays, motion carried.
OTHER BUSINESS:
Fire Chief Keith Norman announced the fire department received a $1000.00 grant from Illinois American Water that will be used to purchase nozzles.
Police Chief Brad Blackorby announced the promotion of Office Jake Shain to Sergeant. Sergeant Shain was present and expressed his appreciation.
Mayor Stork announced the following:
-Next City Council meeting will be held on Monday, December 23rd at 6:00 p.m.
-Rededication of Susnig Complex to be held Saturday December 14th beginning at 8:00 a.m.
-City refuse site will be closed Tuesday, December 24th and resume normal hours on Saturday.
Mayor Stork also expressed his appreciation to all those involved in organizing the Christmas Festival.
ADJOURNMENT: Being no other business to be discussed, a motion was made by Comm. Pohlman, seconded by Comm. Crawford, to adjourn the meeting at 6:16 p.m. Roll call vote showed all voted aye, no nays, motion carried.
