(a) Members of the public may address the City Council in accordance with Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g);

(b) Public comments are limited to three (3) minutes per speaker;

(c) The subject of public comments shall be reasonably related to matters(s) identified on the meeting agenda and/or other city business;

(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. agreeing with prior speaker);

(e) The following conduct is prohibited during public participation:

• Acting or appearing in a lewd or disgraceful manner;

 • Using disparaging, obscene or insulting language;

 • Personal attacks impugning character and/or integrity;

 • Intimidation;

 • Disorderly conduct as defined in Section 130.02 of this revised code of ordinances.

(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting alderman.

1. East B Street/IL 161 Intersection Improvements

Motion to approve Horner & Shifrin, Inc. in the amount of $71,858.96 for Engineering Services of East B Street/IL 161 Intersection improvements. (TIF 12 Funds)

2. TWM Stormwater Data Conversion Services

Motion to approve TWM in the amount of $14,400.00 to convert stormwater features from CAD documents and integrate them into the GIS system, attribute features per plan with information, and provide up to 3 hours of on-site training for city staff to fully utilize the updated GIS system. (General Funds)

3. FY 2025 CDBG Grant Application Agreement with Oates Associates

Motion to enter into an agreement with Oates Associates to prepare FY 2025 CDBG Grant Application in the amount of $4,500.00 for South Church Street from E. Garfield St. to E. Main St. (TIF 17, General Funds)

4. Agreement for FY 2025-2026 St. Clair Co. MS4 Co-Permittee Group

Motion to enter into an agreement with Gonzalez Companies, LLC for FY 2025-2026 professional services in connection with St. Clair Co. MS4 Co-Permittee Group in the amount of $1,800.00. (TIF 3 Funds)

5. Agreement for FY 2025-2026 NPDES Phase II Stormwater Sampling

Motion to enter into an agreement with Gonzalez Companies, LLC for FY 2025-2026 NPDES Phase II Stormwater Sampling in the amount of $1,500.00. (TIF 3 Funds)

6. Request for Streetlights

Motion to approve Ameren to install Streetlights at the following locations, with an ongoing monthly fee of $8.87 per light; no installation fees. (General Funds)

• 9 Grand Ave. (Ward 2)

• 1505 Muren Blvd. (Ward 1)

7. Resolution of Support for Lucinda Ave. STP Grant

Motion to approve a Resolution for Lochmueller Group to apply for Lucinda Ave.

Improvements utilizing the STP Grant Program funds through East-West Gateway Council of Government’s application process.

1. MS4 Stormwater Permit Presentation

A request by Jason Poole, Director of Public Works, to enter into these meeting Minutes, that MS4 information has been made available for public inspection at this public meeting of the Streets and Grades Committee.

2. Safe Streets for All (SS4A) Main St. Grant

Brief presentation by Brandon Beckemeyer, Oates Associates.

The Streets and Grades Committee may go into executive session to discuss probable or imminent litigation (5 ILCS 120/2(c)(11))
