City of O'Fallon Community Development Committee met Jan. 27

1.1 CALL TO ORDER: 6:00 PM
1.2 ROLL CALL - Committee Members: Todd Roach, Chair (in person), James Campbell, Vice Chair (in person), Jerry Albrecht (in person), Tom Vorce (in person), Nathan Parchman (in person), and Stephanie Smallheer (in person).
1.3 Approval of Minutes from Previous Meeting – Motion was made by Albrecht, seconded by Smallheer, all ayes. Motion carried.
2 Items Requiring Council Action – Monday, October 14, 2024
2.1 Ordinance amending Ordinance 623, Zoning (Development known as “Enclaves at Lawn Avenue”), located at 104 Lawn Avenue – Grant Litteken, Assistant City Administrator, provided an overview of the proposed planned use application known as “Enclaves at Lawn”. Grant Litteken, Assistant City Administrator, provided the history of the subject property. The property was approved for development of eight duplexes (16 units total) across eight lots in 2022. The applicant for this request is the same applicant/owner of the 2022 Planned Use approval. All eight lots were to be held under single ownership as this has been a standard policy for multi-family developments that have shared elements. One duplex was constructed in alignment with the 2022 Planned Use development. The proposed zoning is MR-1(P) Planned Two, Three, and Four Family Residence Dwelling District. The applicant requests the ability to sell each lot individually and permit individual ownership of each lot separately. This is a direct amendment of the 2022 approved planned use. The request also includes a modification of the 2022 site plan from eight lots to three lots. Mr. Litteken also indicated that drainage upkeep on Lot 3 will be the sole responsibility of the property owner and will open a code enforcement ticket is a complaint is valid. Mr. Litteken also indicated the private driveway for Lot 3 conforms with the code. Council Member Parchman made a motion to recommend approval of the ordinance. Council Member Smallheer seconded the motion and the motion passed with a vote of 5 ayes and 1 nay. The request will be on the February 3, 2025 City Council agenda for 1st Reading.
2.2 Second Reading: Increase in Residential Occupancy Inspection Fees from $50 to $75 Beginning May 1, 2025 (No Changes) – Grant Litteken, Assistant City Administrator, informed the Committee that there are no changes to this PU, item will be placed on the February 3, 2025 City Council Meeting for 2nd reading.
3. Public Comments – Assistant City Administrator, Grant Litteken, stated that the City announced a new proposed development for Park Place generally located northwest of the O’Fallon Family Sports Park. Mr. Litteken indicated that open houses will be held for the project on February 13 and February 19, 2025.
