Minutes of a regular meeting of the Finance and Administration Committee of the City of O’Fallon, held at City Hall, 255 South Lincoln, O’Fallon, Illinois as well as on Zoom, a video/audio conferencing platform on January 27, 2025

Items Requiring Council Action:
2.1 Motion to approve the Budget to Actual Report as of December 31, 2024: Director of Finance provided the Budget to Actual Report for the period May 1- December 31, 2024 in Board Docs. Director of Finance explained that this is the same report that has been provided for several years but is now an action item for City Council approval. This is due to a recent audit by the Illinois Department of Human Services. Although the Budget to Actual Report has been reviewed regularly at the Finance and Administration Committee, IDHS requires formal approval of the report and notation in the council meeting minutes.

Other Business:
3.1 Presentation of the preliminary FY 2026 budget: Director of Finance explained the budgeting process for FY 2026 is underway and the Leadership Team has compiled its initial requests for large spend items (capital items) and personnel additions. Projected tax revenues for FY26 were presented. IT Manager Dan Gentry and IT Network Manager Tom Davis have completed the proposed IT budget and were available for questions. A listing of the computer software used by various departments within the City was also attached to the agenda packet.
A few pages of the Purchasing Manual were also attached that discusses the approval level process.
Staff stressed that the information provided is preliminary data and has not been reviewed or discussed by the Leadership Team as a whole, so it is subject to change. Leadership Team budget review is scheduled for February 3-5. The budget timeline was attached in Boardocs. Any questions or comments should be directed to Finance Director Sandy Evans and not to the individual department heads. The departmental budgets will be presented at the February 24 and March 10 committee meetings.
3.2 Administration Committee Reports- Info Only Council Member J. Blackburn asked whether Waste Management would issue credits to residents due to the interruption of service during the snow/ice event.
Asst. City Administrator, G. Litteken, replied that there are no provisions in the current contract but that would be addressed in any future contracts.
