City of O'Fallon Community Development Committee met Feb. 24

Here are the minutes provided by the committee:

1.1 CALL TO ORDER: 6:23 PM

1.2 ROLL CALL - Committee Members: Todd Roach, Chair (in person), James Campbell, Vice Chair (absent), Jerry Albrecht (in person), Tom Vorce (in person), Nathan Parchman (in person), and Stephanie Smallheer (in person)

1.3 Approval of Minutes from Previous Meeting – Motion was made by Roach, seconded by Vorce, all ayes. Motion carried.

2 Items Requiring Council Action

2.1 Special Event Permit Request for O’Fallon Sunrise Rotary Brews and Bags – Director of Community Development, Greg Anderson, stated O'Fallon Sunrise Rotary is proposing their first annual Brews and Bags event on Sunday, May 18, 2025, from 12:00 p.m. to 4:00 p.m. at 212 E. 1st Street. Attendees will be provided an armband upon check-in, proof of purchase, and age verification. Mr. Anderson stated that the event will consist of a small local brewers beer tasting, corn hole tournament, and a 50/50 raffle. The initial target is 300 participants. Mr. Anderson stated that staff recommends approval of the event contingent upon required liquor licensure approval and remittance of Certificate of Liability Liquor Liability insurance for each brewer. Councilmember Parchman made a motion to recommend approval of the Special Event Permit. Councilmember Vorce seconded the motion, and the motion passed with a vote of 5-0. The Special Event Permit request will move to the March 3, 2025, City Council agenda.

2.2 Resolution Authorizing the Mayor to sign a pre-annexation agreement with Bruce Holland of Pausch Road, LLC for approximately 21.50 acres located at 1314 Pausch Road, parcel ID: 04-28.0-200-027–Committee Chair Roach stated that the parcel ID was listed incorrectly and should be read as 03-13.0- 200-004. Director of Community Development, Greg Anderson, stated that the petitioners, Jeff Holland and Bruce Holland of Pausch Road, LLC, have filed a petition to enter into an annexation agreement for the property located at 1314 Pausch Road; parcel ID: 04-28.0-200-027, totaling approximately 21.50 acres. The parcel is currently zoned A (Agriculture District) in St. Clair County. The property will be RR, Rural Residential District, upon its annexation to the City of O'Fallon. Mr. Anderson also stated that a 20-foot-wide easement was executed In June 2007 allowing for ingress and access to the premises for no more than three residential homes with access coming off the property on the southwest side of the site from Pausch Road. The petitioner is seeking the annexation and will then propose a subdivision of three lots to construct one residential dwelling on each lot, which will have to meet all City of O'Fallon codes and requirements. At this time the City is able to provide water service, however sanitary sewer is not readily available. Councilmember Vorce made a motion to recommend approval of the Resolution. Councilmember Parchman seconded the motion, and the motion passed with a vote of 5-0. The Resolution will move to the March 17, 2025, City Council agenda.

2.3 Ordinance annexing certain territory, containing approximately 21.50 acres located at 1314 Pausch Road, parcel ID: 03-13.0-200-004 – Committee Chair Roach stated that the parcel ID was correctly listed for the parcel on this agenda item. Director of Community Development, Greg Anderson, stated that the petitioners, Jeff Holland and Bruce Holland of Pausch Road, LLC, have filed a petition to enter into an annexation agreement for the property located at 1314 Pausch Road; parcel ID: 04-28.0-200-027, totaling approximately 21.50 acres. The parcel is currently zoned A (Agriculture District) in St. Clair County. The property will be RR, Rural Residential District, upon its annexation to the City of O'Fallon. Councilmember made a motion to recommend approval of the Ordinance. Councilmember Albrecht seconded the motion, and the motion passed with a vote of 5-0. The Ordinance will move to the March 3, 2025, City Council agenda for a 1st reading.

3. Other Business

3.1 FY2026 Community Development Proposed Budget – Director of Community Development, Greg Anderson, stated that the total proposed budget of $1,717,056 is a 5.9% increase in the amount of $100,490 over last year's budget of $1,616,566. The increase is generally associated with one new vehicle amounting in $40,000 from Capital Reserves, costs associated with personnel and insurance benefits, and the department’s IT allocation. Councilmember Rosenberg asked if Cityworks is used primarily by the Community Development Department. Assistant City Administrator Grant Litteken stated that Public Works also utilizes the software.
