1. OPENING

Mayor Roach called the meeting to order at 7:00 p.m.

Council Member Blackburn led council in the Pledge of Allegiance.

George Bambrough spoke for 2 minutes and 14 seconds

Vern Malare spoke for 5 minutes and 6 seconds

Ron Sergott spoke for 5 minutes and 31 seconds

Council Member Roy Carney spoke in support of the development at Park Place. He stated that he feels that the developers have addressed the concerns of lights, noise and the traffic study from the citizens and feels that this is a good project for the city.

Council Member Andrea Fohne also spoke in support of the development at Park Place. She stated that looking thru history there is always some concerns regarding growing the city, but she believes that this growth is good for the city.

Council Member Eric Van Hook said that he believed the staff did a great job researching and putting together a well-planned project and all the information that was put together addresses all the concerns of the citizens. As we work our way through the project which could take several years  as it will be implemented in steps, the city will go through and adjust the plans if needed for the development of the project.

5. REPORTS - CLERK'S REPORT

Action: 5.1 Raffle request from Rocky Mountain Elk Foundation - O'Fallon, IL Chapter to sell raffle tickets from ranging from $10-$100 each on June 28, 2025 with the prizes to be drawn at the KC Hall located at 402 E Hwy 50.

Council Member Lotz stated that she did not support the $50,000.00 reserved for the façade program, but she will be voting to approve the budget.

After the comments City Administrator Denton explained the differences between special tax districts and the amusement tax for the proposed Park Place development.

Council Member Roach stated that the next meeting is scheduled for April 14th at 6:00 p.m.

Council Member Vorce stated that the next meeting scheduled for April 14th at 6:30 p.m. has been cancelled due to lack of business.

14. REPORTS - PARKS/ENVIRONMENT

Council Member Albrecht stated that the next meeting is scheduled for April 14th at 5:30 p.m.

15. REPORTS - FINANCE/ADMINISTRATION

Information: 15.1 Draft Finance & Administration Minutes - March 24, 2025

Council Member Parchman stated that the next meeting is scheduled for April 28th at 5:30 p.m.
