(a) Members of the public may address the City Council in accordance with Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g);
(b) Public comments are limited to three (3) minutes per speaker;
(c) The subject of public comments shall be reasonably related to matters(s) identified on the meeting agenda and/or other city business;
(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. agreeing with prior speaker);
(e) The following conduct is prohibited during public participation:
• Acting or appearing in a lewd or disgraceful manner;
• Using disparaging, obscene or insulting language;
• Personal attacks impugning character and/or integrity;
• Intimidation;
• Disorderly conduct as defined in Section 130.02 of this revised code of ordinances.
(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting alderman.

Motion to approve Fournie Contracting Co, Inc., lowest responsive bidder, in the amount of $168,800.00.
2. Modification #2 for Cool Valley Dr. Drainage Design, Work Order #27
Motion to approve Oates Associates for an additional amount of $9,200.00 to include the design of an entrance to the property acquired by the city off of Green Mount Lane and to assist in coordinating utility relocates that are necessary for the project. Total contract will increase from $105,500.00 to $114,700.00. (TIF 3)
3. Cool Valley Dr. Drainage Construction Inspection Proposal, TWM
Motion to approve TWM in the amount of $37,320.00 for the Construction Observation of Cool Valley Drainage, from Green Mount Lane to Tower Plaza along Cool Valley/Belle Valley Subdivision. (TIF 3)
4. East Adams Street Resurfacing, Work Order #37
Motion to enter into an agreement with Oates Associates in the amount of $25,000.00 to prepare plans for the resurfacing of East Adams Street from South Charles Street to the alley to the East as an alternative bid package to the East Monroe and South Abend Resurfacing bid documents, WO #40. (HRST)
5. TWM Proposal for Street Improvement Priority List
Motion to approve TWM Proposal in the amount of $19,400.00 to create a priority list of streets to be improved according to our pavement condition index GIS module; to include average daily traffic counts, existing pavement condition or expected pavement condition. (MFT/TIF)
6. 2025 SRTS Grant for Royal Heights Road, Work Order #44
Motion to approve Oates Associates in the amount of $6,500.00 for preparing 2025 SRTS Grant for Royal Heights Rd. from Abraham Lincoln Elementary School to Memorial Drive. The grant is to include two sets of bump outs on Royal Heights Rd, a new crossing at S. Park Dr. or Memorial Dr., and a shared use path along Royal Heights Rd. (TIF 3)

10. Miscellaneous/Aldermanic Discussion
1. 70/30 Sidewalk Replacement Program to include Brick Sidewalk
Continue discussion from previous meeting, to expand the 70/30 Sidewalk Replacement Program to include brick sidewalk replacements in historic districts with bricks or tinted stamped concrete.
