City of Edwardsville Public Services Committee met May 28

I. Public Comment: A resident spoke regarding a sewer backup due to a grinder pump issue.

II. Council Matters:

A. Approval of Minutes from the May 14, 2025 Public Services Committee meeting:

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. All Ayes. Committee forwarded to Council for information.

B. A Resolution Authorizing the Police Department to Apply for the Illinois Office of the Attorney General for FY2026 Organized Retail Crime Grant Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this grant will help law enforcement in combatting organized retail crime. All Ayes. Committee forwarded to Council for consideration.

C. Approval of a Professional Services Agreement with Sheppard, Morgan & Schwaab, Inc. for Design Services for Madison Avenue between Jaime Lynn Ct. and Montclaire Ave.

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for preliminary engineering for the improvement project. All Ayes. Committee forwarded to Council for consideration.

D. Approval of a Resolution Authorizing the Mayor to Execute an Agreement with Carbon Solutions Group Alderman Warren made a motion to approve with Alderman Morrison seconding the motion.

Staff explained that this is an agreement to monitor, report and distribute payment for the City owned solar panel facility. All Ayes. Committee forwarded to Council for consideration.

E. Approval to Award the 2025 Manhole Lining Contract to Advanced Rehabilitation Technologies in the amount of $178,807.50

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is for cleaning, inspecting and lining of manholes along several streets in town. All Ayes. Committee forwarded to Council for consideration.

F. Approval of an Ordinance Amending Chapter 82, Article II of the Codified Ordinances of Edwardsville, Illinois Concerning Solicitors

Alderman Warren made a motion to approve with Alderman Morrison seconding the motion. Staff explained that this is to update the ordinance regarding solicitors. Alderman Hanna asked for several clarifications on this ordinance. All Ayes. Committee forwarded to Administrative and Community Services for consideration.
