City of Fairview Heights City Council met June 17

Here are the minutes provided by the council:

The regular meeting of the Fairview Heights City Council was called to order at 7:00 pm by Mayor Mark Kupsky in the City Council Chambers, 10025 Bunkum Road, Fairview Heights IL and also conducted virtually for guest attendees and City Council members per Resolution 4391-2021 with the Pledge of Allegiance and Invocation by City Clerk Karen Kaufhold.

ROLL CALL

Roll call of Aldermen present: Anthony LeFlore, Bill Poletti, Frank Menn, Josh Frawley, Derrick King, James Winkeler, Barbara Brumfield, Brenda Wagner, Harry Zimmerman, Pat Peck. City Clerk Karen Kaufhold and City Attorney Andrew Hoerner were also present.

CONSENT AGENDA

Alderman Poletti moved to approve the June 3, 2025 City Council Meeting Minutes, The Finance Director's Report, and the Presentation of Bills in the amount of $1,489,919.22. Seconded by Alderman Wagner.

Roll Call on the June 3, 2025 Minutes, The Finance Director's Report, and the Presentation of Bills showed Aldermen LeFlore, Poletti, Menn, Frawley, King, Winkeler, Brumfield, Wagner, Zimmerman, and Peck voting "Yea". Motion passed with ten yeas.

Alderman Frawley explained his absence from the last City Council meeting, as there was a death in his fiancé's family. Mayor Mark expressed sympathy to the family.

COMMITTEE REPORTS

Community Committee will meet tomorrow night, June 4, 2025, in the City Council Chamber.

COMMUNICATIONS FROM THE MAYOR

Mayor provided an update on the two Officers who were wounded. Officer Molly was released and is recuperating at home. The City and Police Department created a parade for her homecoming, in front of City Hall and the Police Dept. Officer Raimundi is recuperating at home. The other Officers involved have returned to work. Please keep all of our Officers and First Responders in your prayers.

City Hall will be closed on Thursday, June 19, in recognition of Juneteenth Day.

School is out and children are playing and riding bikes. Please be careful of the children Renovations to City Hall will begin this Thursday, June 19. Flooring will be replaced in the front lobby on Thursday, and the whole process is expected to take 3 weeks. Land Use has been moved to the other end of the first floor. The Aldermen's mail may be moved to inside of the Finance Permits and Licensing Dept.

Ribbon Cutting at Noon tomorrow, June 18, at Compassionate Hands Home Health Care, 4610A North Illinois St. Atomic Wings opened today, in the location formerly occupied by Cherry Berry. Tasty Bowls is scheduled to open soon. A Mediterranean Restaurant is opening later this month in the former Agostino's Restaurant. Alibi Cookies opened today near Jimmy Johns.

On Saturday, June 28th the Rock n Blue event will be in Belleville at 1 pm, sponsored by the Belleville FOP, for the benefit of Fairview Heights Officers hurt in the line of duty. Mayor Mark will be the opening speaker.

Officer Lauren Reid was sworn in yesterday. She is an experienced Officer with Canine Handler experience.

COMMUNICATIONS FROM ELECTED OFFICIALS

Alderman Peck reminded Council that Cheryl Kleb is retiring, and the retirement luncheon is June 30.

Mayor Mark added that Cheryl is the current longest term staff member, at 30 years. Wendy Gorney, from Parks and Recreation Department will be taking Cheryl’s position.

Alderman Wagner reminded everyone that there is a Blood Drive on Wednesday the 25th from 2:30-6:30, at the REC Center. Old Worlds Jewelers is raffling a diamond necklace and earrings.

Proposed Ordinance No. 10-'25 an Ordinance amending Ordinance No. 190, "The Revised Code, "Chapter 24, Motor Vehicle Code, Schedule B, Stop and Through Intersections by adding a stop sign on Harbor Woods at Connor Pointe Rd. (Operation Committee.) Motion by Alderman Zimmerman, second by Alderman Peck. Proposed Ordinance No. 10-25 was read for the first time. Motion by Alderman Poletti to move Proposed Ordinance 10-25 to the second reading. Seconded by Alderman LeFlore. Roll call to advance Proposed Ordinance 10-25 to Second Reading showed Aldermen LeFlore, Poletti, Menn, Frawley, King, Winkeler, Brumfield, Wagner Zimmerman and Peck voting 'Yea". Motion passed with 10 yaes. Roll call on Proposed Ordinance 10-25 showed Aldermen LeFlore, Poletti, Menn, Frawley, King, Winkeler, Brumfield, Wagner, Zimmerman and Peck voting "Yea."

Proposed Ordinance No. 11-'25 an Ordinance repealing Chapter 16, of Ordinance No. 190, "The Code," Chapter 16, fees and salaries, article I salaries; an ordinance establishing salaries an Ordinance establishing salaries of appointed officials and employees of the City ofFairview Heights, IL 2025-2026. (Administration Committee.) Proposed Ordinance 11-25 was read for the first time. Alderman Brumfield moved to advance Proposed Ordinance No. 11-25 to Second Reading. Seconded by Alderman Wagner. Roll call to advance Proposed Ordinance No 11-25 to Second Reading showed Aldermen LeFlore, Poletti, Menn, Frawley, King, Winkeler, Brumfield, Wagner, Zimmerman, and Peck voting "Yae." Proposed Ordinance No. 12-'25 an Ordinance of the City of Fairview Heights that proposes the approval of a Business District Plan for the proposed Lincoln Highway and 159 District and fixing a time and place for a Public Hearing Date on the Plan and Designating the Business District. (Administration Committee.) Motion by Alderman Wagner, Seconded by Alderman LeFlore. Proposed Ordinance No. 12-25 was read for the first time.

Alderman Wagner moved to advance Proposed Ordinance 12-25 to Second Reading.

Seconded by Alderman LeFlore. Roll Call to advance Proposed Ordinance 12-25 showed Aldermen LeFlore, Poletti, Menn, Frawley, King, Winkeler, Brumfield, Wagner, Zimmerman, and Peck voting "Yae." Motion passed with 10 yaes.

(Operation Committee.) Motion by Alderman LeFlore, Second by Alderman Winkeler. Roll Call on Proposed Resolution s 40-25 showed Alderman LeFlore, Poletti,

Motion by Alderman Peck, Second by Alderman Wagner. Proposed Resolution No. 43-'25 a Resolution fixing a time and place for a Public Hearing concerning the Redevelopment Plan and Project for the Lincoln HWY and 159 TIF.

(Administration Committee.) Motion by +Alderman Peck, Second by Alderman Wagner. Roll Call of Proposed Resolution No. 43-25 showed LeFlore, Poletti, Menn, Frawley, King, Winkeler, Brumfield, Wagner Zimmerman, and Peck voting "Yae."

Proposed Resolution No. 43-25 passed with 10 yeas.

Proposed Resolution No. 44-'25 a Resolution authorizing the mayor to enter into an agreement with the Internation Union of Operating Engineers, Local #148, AFL-CIO covering rates of pay, wages, hours of employment and other conditions of employment for members of said union employed by City Clerk, Library and Land Use and Development Departments; Public Works and Streets and Parks and Recreation Departments of the City of Fairview Heights, IL effective May 1, 2025 through April 30, 2029. (Administration Committee) Motion by Alderman Brumfield, Second by Alderman LeFlore. Roll Call on Proposed Resolution No. 44-25 showed Aldermen LeFlore, Poletti, Men, Frawley, King, Winkeler, Brumfield, Wagner, Zimmerman, and Peck voting "Yae."

Proposed Resolution No. 44-25 passed with 10 yaes.

Proposed Resolution No. 44-25 now becomes Resolution 4647-2025.

Motion

Motion read by Mayor Mark Kupsky authorizing the force level of sworn officers for the Police Department be increased temporarily from 47-48. Force level will return to 47 through attrition. Motion made by Alderman Peck and seconded by Alderman Wagner. Motion to temporarily increase the force level of sworn Police Officers showed LeFlore, Poletti, Menn, Brumfield, King, Frawley, Winkeler, Wagner, Zimmerman, and Peck voting "Yae." Motion passed with 10 yaes.

Alderman Poletti Motioned to Adjourn. Seconded byAlderman Peck. Motion Carried.
