City of Fairview Heights Community Committee met June 18

Here are the minutes provided by the committee:

Committee Members in attendance – Frank Menn, Anthony LeFlore, Brenda Wagner, Harry Zimmerman, Derrick King, Mayor Mark Kupsky, Ex-officio

Committee Members absent –

Other Alderpersons and Elected Officials in attendance – Pat Peck, Barb Brumfield

Others in attendance – Parks and Recreation Director Angela Beaston, Economic Development/Land Use Director Dallas Alley, City Attorney Andrew Hoerner, Associate Director of IT Chris Elliot – video/teleconference

Recorder – Cheryl Kleb

Public Participation – Van Johnson, 5 Canty Lane – Concerns regarding opening his business at 6520 N Illinois. Diedre Powell – concerned citizen spoke regarding on concerns opening Van Johnson’s business.

Approval of May 21, 2025 minutes

Motion and second to approve said minutes were made by Alderpersons Harry Zimmerman/Anthony LaFlore. Roll call vote: Alderpersons Frank Menn, Anthony LeFlore, Brenda Wagner, Harry Zimmerman, Derrick King voted yes. Anthony LeFlore was absent. Motion carried on 5 yeas.

Parks & Recreation Committee

Parks and Recreation Director’s Report

Director Beaston presented the Director’s Report to Committee for review. There were no questions.

Utility Vehicle for Parks Department

Director Beaston requested approval from Committee to purchase two light-duty utility vehicles to be used by the Parks Department.

Motion and second in support for the Parks Director to purchase two utility vehicles within the same budgeted line within the same dollars budgeted, were made by Frank Menn/Derrick King. Roll call vote: Alderpersons Frank Menn, Anthony LeFlore, Brenda Wagner, Harry Zimmerman, Derrick King voted yes. Motion carried on 5 yeas.

Special Vendor Permit

Director Beaston briefed Committee regarding a request for a Special Vendor Permit program where businesses can pay for a permit to sell products in the Parks by permit only. Director will bring more suggestions on special permit program to a future meeting.

Economic Development Director’s Report

Director Alley presented the Director’s Report to Committee for review. There were no questions.

Director Alley presented the Director’s Report to Committee for review. There were no questions.

PC 10-25 Approval of a Special Use Permit for The Upper Room Ministries Church at 10055 Bunkum Rd

Director Alley presented to Committee with the recommendation for approval from the Planning Commission, PC 10-25, a Special Use Permit for The Upper Room Ministries Church at 10055 Bunkum Rd.

Motion and second to forward to the City Council with the recommendation of approval PC 10-25, a Special Use Permit for The Upper Room Ministries Church at 10055 Bunkum Rd, were made by Alderpersons Brenda Wagner/Anthony LaFlore. Roll call vote: Alderpersons Frank Menn, Anthony LeFlore, Brenda Wagner, Harry Zimmerman, Derrick King voted yes. Motion carried on 5 yeas.

Director Alley presented to Committee with the recommendation of approval PC 11-25, a Special Use Permit for the Velour Room-Event Space at 4529 N Illinois St.

Motion and second to forward to the City Council with the recommendation of approval PC 11-25, a Special Use Permit for the Velour Room-Event Space at 4529 N Illinois St, were made by Alderpersons Brenda Wagner/Anthony LaFlore. Roll call vote: Alderpersons Frank Menn, Anthony LeFlore, Brenda Wagner, Harry Zimmerman, Derrick King voted yes. Motion carried on 5 yeas.

Motion and second to adjourn by Alderpersons Frank Menn/Brenda Wagner. Meeting adjourned at 8:09 p.m.
