According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Amends the Employee Blood and Organ Donation Leave Act. Provides that a participating employee or part-time employee (rather than an employee) may use up to 10 days of leave in any 12-month period to serve as an organ donor. Provides that, for a part-time employee using leave to serve as an organ donor, the employer shall calculate the daily average pay the part-time employee received during his or her previous 2 months of employment and compensate the part-time employee in the amount of the daily average pay for the leave days used."

In essence, this bill amends the Employee Blood and Organ Donation Leave Act to allow participating employees to take paid leave for blood or organ donation. Employees may request up to one hour of paid leave every 56 days for blood donation, following standards by recognized organizations such as the American Red Cross. Additionally, both full-time and part-time employees can use up to 10 days of leave in any 12-month period for organ donation. Employers must calculate and compensate part-time employees based on their average daily pay over the previous two months for leave days used. Employees must obtain employer approval for this leave, and the Department must establish rules for requesting and approving leave, including requiring medical documentation. The effective date for these provisions is Jan. 1, 2024.
