Legislation aimed at updating the operations of America’s Central Port District has been signed into law. State Senator Erica Harriss and State Representative Amy Elik sponsored House Bill 2139, which was introduced following a request from the Port District. The new law is intended to bring greater flexibility, accountability, and efficiency to one of Illinois’ major economic centers by revising long-standing provisions in the America’s Central Port District Act.
“This legislation is a win for both taxpayers and the region’s economic future,” said Sen. Harriss. “It strengthens fiscal safeguards, improves efficiency, and allows the Port to better meet today’s infrastructure and commerce needs.”
“This is about keeping our Port District competitive while ensuring transparency and responsibility,” said Rep. Elik. “These updates will help the Port operate effectively for decades to come.”
House Bill 2139 introduces several changes:
- It allows the District to access low-interest financing from government agencies for important infrastructure projects.
- The definition of “financial institution” now matches that in the Illinois Municipal Code, standardizing terminology across state laws.
- The law requires compliance with the Public Funds Investment Act to protect taxpayer money.
- Annual audits must be completed within nine months after each fiscal year ends, which provides more time for accuracy without reducing transparency.
- A practice spanning four decades—using an independent auditor—has been formalized, with audit results delivered directly to mayors and local officials in the District.
The legislation underscores a bipartisan approach focused on modernizing operations while reinforcing fiscal responsibility and transparency.
America’s Central Port District is based in Madison County, Illinois. It serves as a key transportation and logistics hub that supports regional economic growth through river, rail, and road infrastructure.
Harriss was elected as a Republican to represent Illinois' 56th Senate District in 2023, succeeding former senator Kris Tharp.
