(a) Members of the public may address the City Council in accordance with Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g);
(b) Public comments are limited to three (3) minutes per speaker;
(c) The subject of public comments shall be reasonably related to matters(s) identified on the meeting agenda and/or other city business;
(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. agreeing with prior speaker);
(e) The following conduct is prohibited during public participation:
• Acting or appearing in a lewd or disgraceful manner;
• Using disparaging, obscene or insulting language;
• Personal attacks impugning character and/or integrity;
• Intimidation;
• Disorderly conduct as defined in Section 130.02 of this revised code of ordinances.
(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting alderman.

1. Cool Valley Drive Drainage Improvements
Motion to approve Baxmeyer Construction, Inc., lowest responsive bidder, in the amount of $1,370,097.77. Location of the project is from Green Mt Lane to Tower Plaza along Cool Valley/Belle Valley Subdivision. Work consists of removals, pavement patch, driveway pavement, curb and gutter, aggregate base course storm sewer inlets and structures, and all incidental and collateral work necessary to complete the project. 2. 2025-2026 Concrete Patch Program
Motion to approve Hank’s Excavating & Landscaping, Inc., lowest responsive bidder, in the amount of $288,530.00.
3. Cost Sharing for Brick Sidewalks
Motion to modify the 70/30 Sidewalk Replacement Program to share the value of the standard broom finished concrete for all sidewalk surface type projects. If a property owner chooses to replace a brick or tinted stamped concrete area, they will be responsible for all extra costs above the standard broom finished concrete price. (TIF/MFT)
4. Historical Society Walk of Fame Expansion
Motion to approve The Historical Society to expand the Walk of Fame at the Square, located at 19 Public Square at the northwest quadrant in front of the Health Dept., utilizing the Sidewalk Program. Work consists of excavating the area and filling with
4” of concrete. (TIF 3)
5. Crosswalk Mural Installation on Bike Trail Intersection
Motion to approve The Belleville Mural Project for installation of a community engaged crosswalk mural at a high-risk bike trail intersection to enhance safety, visibility and neighborhood identity. Design to be commissioned by professional mural artist. Installation for late fall, weather permitting. Fully funded by the Belleville Mural Project; no city budget required.
