City of O'Fallon Historic Preservation Committee met Aug. 5

Here are the minutes provided by the committee:

1. Opening

1.1 Call to Order

Meeting called to order at 6:30 PM by Chair Valerie Hancock. Seconded by Steve Brown

1.2 Roll Call

Present: Steve Brown, Mark Kampen, Shannan Mason, Doug Distler, Valerie Hancock

Absent: Chad Schwarz, Julie Spengler, Camren Luster

City Representative: Tiffany Barrows Community Development Planner II and Herb Roach in attendance.

1.3 Approval of Minutes

The draft minutes for the May 2025 meeting were presented to the commission.

Motion: Distler moved to approve the minutes as presented. Kampen seconded the motion.

Motion carried unanimously

2. New Business

2.1 O’Fallon History Walk Discussion

Steve Brown and Chad Schwartz have been working on developing a history of two families. Brown introduced the plan for the walk, the tour would move from the Schwartz mortuary, now Fezziwig’s, to the Bernreuter residence. Brown provided an update on the residential interior during renovations.

Continued discussion to follow at next meeting.

2.2 Application for Certificate of Appropriateness - 703 S. Lincoln, historic landmark roof replacement 

Erika Adams, homeowner of 703 S. Lincoln provided an update on restoration and repair efforts. Adams was in attendance with Drew Klass, a representative from her contracting company, that specializing in historic roofing and renovations. Adams provided a list of discussed damage to the roof caused by recent storms. The roof requires asbestos remediation. Original tiles installed by the original homeowner in the 1970s made of mixed material composite meant to mimic slate. Homeowner Adams presented images and possible tile options to present to the commission but noted that insurance requires composite.

Motion: Doug Distler made a motion to approve the homeowner request for approval, Steve Brown seconded.

Motion carried unanimously

3. Old Business

3.1 Search for New Members

The commission will begin soliciting for membership to replace three current members.

Shannan Mason announced her resignation and City Representative Barrows stated that Doug Distler and Steve Brown will not be seeking reappointment. Barrows reported that Herb Roach, Bob Kueker, and Vicki Evans are the new HPC members that were appointment at last night’s city council meeting.

Discussion on recruitment to continue at next meeting.

4. Public Comments

Vern Malare in attendance inquired about his home’s eligibility for historic landmarking.

Valerie Hancock replied that she had looked into it against landmarking criteria and determined the property to be ineligible due to the addition of siding – a material yet, to be invented at the time of the residence’s construction.

5. Close

Motion: to adjourn made by Brown at 7:00 PM. Motion seconded by Mason.
