City of Edwardsville City Council met Aug. 19

Here are the minutes provided by the council:

The regularly scheduled meeting of the Edwardsville City Council took place at 7:00 p.m. at Edwardsville City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Risavy presiding.

Council members Hanna, Miracle, Morrison, Warren, Grant and Farrar answered present on roll call. Alderman Krause was absent-excused.

Mayor Risavy welcomed everyone in attendance and those viewing on Facebook Live to the meeting.

Special Recognition/Proclamations/Oaths

None

Mayor Risavy opened the Public Comment portion of the meeting. No public comment received.

Consent Agenda

Mayor Risavy read Consent Agenda items as follows:

• Approval of minutes of Council Meeting on August 05, 2025

• Activity and Financial Reports:

A. Reports of Elected and Appointed Officials:

a) Finance Director – Monthly Financial Report

b) Finance Department - Monthly Activity Report

c) Police - Monthly Activity Report

d) Fire Chief - Monthly Activity Report (Fire and EMS Services)

B. Circuit Clerk's Monthly Fine Report

City Clerk, Michelle Boyer announced a correction to the roll call in the minutes from the August 05, 2025 Council meeting. The corrected minutes will be posted on the website. Motion by Grant, second by Warren to approve the Consent Agenda presented. Roll Call on Consent Agenda: Six Ayes with Aldermen Hanna, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Petitions and Communications

Mayor Risavy announced the Bicycle & Pedestrian Advisory Committee presentation on the Week without Driving Challenge. Members from the BPAC Committee came forward for the presentation. Ashley and Mason presented the information. The Week without Driving Challenge is September 29 - October 05, 2025. The initiative is about transportation inequalities. One-third of people in the U.S. cannot drive due to age, ability, financial constraints and other barriers. The Week with Driving will call attention to what needs to improve with infrastructure to allow people to get around with other modes of transportation.

The postcards (distributed) contain information on how to pledge for the week. This is a national initiative.

Legislative & Executive

Motion by Morrison, second by Miracle to approve the Appointment of Terri Dalla Riva to the Zoning Board of Appeals with a term ending April 2029. Roll Call: Six Ayes with Aldermen Hanna, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Motion by Grant, second by Warren to approve the Resignation of Karl Krachenberg from the Tourism Advisory Committee effective August 11, 2025.

Roll Call: Six Ayes with Aldermen Hanna, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Finance Committee

Motion by Miracle, second by Morrison to approve the Claims - the total claims amount - $920,089.35.

Roll Call: Six Ayes with Aldermen Hanna, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Finance Committee will meet on Thursday, August 28, 2025 at 4:00 p.m. in City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Public Services Committee

Alderwoman Warren announced the Public Services Committee will meet on Thursday, August 28, 2025 at 4:30p.m. at City Hall located at 118 Hillsboro Avenue, Edwardsville, IL 62025.

Administrative & Community Services Committee

Alderman Grant presented the Minutes of the Administrative and Community Services Committee meeting on July 30, 2025 for information and file.

Motion by Grant, second by Miracle for approval of an Ordinance Amending Chapter 62 of the Codified Ordinances of the City of Edwardsville (Police Department Staffing). Alderwoman Grant commented this allows the department to staff as needed.

Roll Call: Six Ayes with Aldermen Hanna, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Motion by Grant, second by Miracle for approval of a Professional Services Agreement with Thouvenot, Wade & Moerchen, Inc. for the Preliminary Engineering of the Edwardsville Downtown Parking Lot.

Alderwoman Grant commented this will address the question of parking downtown. It will produce a conceptual rendering. There is a focus group looking at parking downtown.

Roll Call: Six Ayes with Aldermen Hanna, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Motion by Grant, second by Miracle to approve a Resolution Approving a Sign Variance for 2801 Westway Drive (World Wide Technology).

Alderwoman Grant commented this will install 4 free-standing signs on the property. The signs will be way-finding.

Roll Call: Six Ayes with Aldermen Hanna, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Motion by Grant, second by Miracle for approval of RASE Board Items from the August 05, 2025 meeting.

1) Fall Beer Fest - Global Brew(Saturday, September 13)

2) "A League of Their Own" Movie Night - Friends of Leclaire(Saturday, October 11)

3) Edwardsville Halloween Parade - Chamber of Commerce(Friday, October 31) Roll Call: Six Ayes with Aldermen Hanna, Miracle, Morrison, Warren, Grant and Farrar voting aye. Motion carried.

Alderwoman Grant presented the minutes from the Bicycle and Pedestrian Advisory Committee meeting held on July 02, 2025 for information and file.

Alderwoman Grant presented the minutes from the Plan Commission meeting held on May 21, 2025 for information and file.

Old Business

Mayor Risavy recognized the Rotary Criterium held over the weekend. It is a great event that requires a lot of volunteers and organization.

The DARE Police Car Show at EHS was held on Sunday. Another event with many volunteers and organizations.

New Business

Cathy Hensley, Communications Coordinator came forward to review upcoming events.

These include:

• Muny Band playing Thursday at 7:30pm

• Shakespeare in the Park on Friday evening

• Goshen Market on Saturday - Bike and Hike event

• 101 Dalmatians in the Park

• Symphony Sunday evening

Alderman Morrison announce MCT is launching the Edwardsville Micro Transit. Ride service, picks up and drops off in the zone for $1.00! This is a door to door service! The zone is on the website. The service is 6:30pm – 12:00am Monday - Saturday.
