Proposed Ordinance No. 24-’25 an Ordinance providing for the issuance of not to exceed $8,250,000 General Obligation Bonds, Series 2025, of the City of Fairview Heights, St. Clair County, Illinois, for the purpose of financing capital improvements in and for the City, including the construction of a new building and pickleball courts at the City’s Rec Complex and improvements to Pleasant Ridge Park, providing for the levy and collection of a direct annual tax sufficient to pay the principal and interest on said bonds, and authoring the sale of said bonds to the purchaser thereof. (Administration Committee)

K.NEW BUSINESS

Proposed Ordinance No. 25-’25 an Ordinance authorizing a redevelopment agreement between the City of Fairview Heights, Illinois and Lincoln Place Capital, LLC for a Redevelopment Project at 6101 N Illinois Street in the City of Fairview Heights. (Community Committee)

L. MOTION

Motion to appoint Alderperson Frank Menn as Temporary Chairman of the following meetings in the absence of the Mayor pursuant to Section 3.1-35-35(b) of the Illinois Municipal code (65 ILCS 5/3.1-35-35(b)):

• November 12, 2025 Administration/Operation Committee Meeting;

• November 18, 2025 City Council Meeting;

• November 19, 2025 Community Committee Meeting.

Motion to move on behalf of the Mayor and City Council, that the City of Fairview Heights donate $5000 to the Fairview Heights Food Pantry to support individuals and families in our community, that are affected by the Government Shutdown, specifically government employees, members of our military and those affected by the SNAP Benefit Freeze. Further to direct the Finance Director to make the necessary budget adjustments required to support this donation.
