The city of Troy held a special City Council meeting Feb. 29 to review an engineering agreement with Gonzalez Engineering in a project related to water plant renovations and system upgrades.
The council also discussed alternatives for financing the project.
The meeting was held in the training room of the City Municipal Building, which is located at 116 East Market St.
