City of Belleville Master Sewer Committee met March 6.

Attendance

Committee Aldermen Present - Mr. Joseph Hazel, Ward 1, Mr. Mike Buettner, Ward 2, Mr. Scott Tyler, Ward 3, Mr. Ed Dintelman, Ward 5, Mr. Robert White, Ward 6, Mr. Elmore, Ward 7, Mr. Roger Wigginton, Ward 8 and Mr. Johnnie Anthony, Ward 4 was excused.

Department Heads & Staff Present - Mayor Mark W. Eckert, Assistant Director Mr Randy E. Smith, Sr, Pre-Treatment Coordinator Mr. Jay Godt, City Treasurer Mr. Dean Hardt. Director Royce Carlisle was excused.

Engineering Consultants: Randy Burk, Thouvenot, Wade & Moerchen.

Guests --Mr. Michael Hagberg.

Chairman Dintelman brought the meeting to order at 6:00 p.m. and explained evacuation procedures in the event of inclement weather and fire.

Public Participation:

Mr. Hagberg requested that the Missionary Ventures project and Parkway West project status be updated in the Director's Report

section.

Approval of the Minutes:

Alderman Wigginton made a motion, seconded by Alderman Tyler to approve the minutes of the February 6, 2017 Master

Sewer Committee meeting. All members voted in the affirmative. Motion carried, 8-0.

Committee Chairman - Comments, Old Business, New Business or Information:

None.

Engineer's Report:

Mr. Burk reported the Phase IV plans are ready for final review and will set a bid date in the spring. Mr. Burk updated the committee on the Oncology Center project at Rt. 15 and 74th Street. The property is currently on aeration system, per agreement in 1996 to have sewer's provided at a future date, the city is required to comply.

Director Report:

CSO UV Disinfection Engineering Contract:

Mr. Smith requested on behalf of Mr. Carlilse that this item be tabled until such time that Mr. Carlisle can be present.

B Street Construction Observation Contract:

Mr. Smith informed the committee that a bid has been awarded to Plocher Construction and a contract is ready to be submitted to the Illinois EPA. The engineering firm of Crawford, Murphy & Tilly has submitted a Construction Observation contract not to exceed $35,950.00 to review all pay requests and provide construction observation as needed.

Alderman White made a motion, seconded by Alderman Hazel to approve the Construction Observation Contract with Crawford Murphy and Tilly not to exceed $35,950.00, to be placed for approval by City Council at the March 20, 2017 meeting. A roll call vote was taken. Mr. Hazel: Aye, Mr. Buettner: Aye, Mr. Tyler: Aye, Mr. Anthony: Aye, Mr. Dintelman: Aye, Mr. White: Aye, Mr. Elmore: Aye, Mr. Wigginton: Aye. Motion Carried, 8-0.

Proposed Ordinance East B Street Pump Station Improvement IEPA Loan:

Mr. Smith stated an ordinance is required to be submitted to the State of Illinois authorizing the city to borrow funds from the Water Pollution Control Revolving Loan Program for the East B Street Pump Station Improvement project defining the terms of the loan agreement.

Alderman Hazel made a motion, seconded by Alderman White to forward the proposed Ordinance for approval by City Council at the March 20, 2017 meeting. A roll call vote was taken. Mr. Hazel: Aye, Mr. Buettner: Aye, Mr. Tyler: Aye, Mr. Anthony: Aye, Mr. Dintelman: Aye, Mr. White: Aye, Mr. Elmore: Aye, Mr. Wigginton: Aye. Motion Carried, 8-0.

St. Clair Township Existing Intergovernmental Agreement for Sewer Services and Proposed Changes:

Mr. Smith requested Mr. Hardt to report to the committee the current status of negotiations with St. Clair Township rate agreement for services provided by the City of Belleville Wastewater Division for St. Clair Township residents. Mr. Hardt provided the committee with copies of past contracts and communications with the Director of St. Clair Township. Discussion was held. It was determined that negotiations should be pursued to resolve this matter. Chairman Dintelman commended Mr. Hardt for his research and diligence in this matter for the city's interests.

Project Updates:

Mr. Smith addressed Mr. Hagberg's questions regarding the Missionary Ventures Force Main, that testing is completed and clean up is in progress. The Parkway West project line is out to the property, but the developer has not yet provided a date when their line will be constructed.

Alderman Wigginton moved to adjourn the meeting, seconded by Alderman Tyler. All members present voted in the affirmative. The motion carried 8-0.

Chairman Dintelman adjourned the meeting at 6:35 p.m. The next Master Sewer Committee meeting will be held on Monday, April 3, 2017 at 6:00 p.m.
