A. Approval of Minutes from the Public Services Committee meeting of February 14, 2017.
Alderman ouer made a motion to recommend Approval of the Minutes from the Public Services Committee meeting of February 14, 2017. Alderman Stamer seconded the motion, Al Ayes, Committee forwarded to Council for information.
B. Approval of Idot resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code in the amount of $560,000
David Sirko explained that this item appropriates Motor Fuel Tax Funds towards the Annual Maintenance Work the City performs. This work includes the Oil and Chip Program, Pavement Patching Contract, and purchase of concrete, HMA, Salt, and other materials used by the in-house Crews. Alderman Stamer made a motion to recommend Approval of IDOT resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code in the amount of $560,000. Alderman Louer seconded the motion. All Ayes. Committee forwarded to Council for approval.
C. Approval of Supplemental Resolution for improvement by Municipality under the Illinois Highway Code (West Schwarz Street)
Ryan Zwijack explained that this item appropriates MFT funds for the Construction Engineering by a consulting firm for the testing, inspection, and documentation required on the West Schwarz Street Project, Zwijack also added that the Project was recently let by Idot and the apparent low bidder was significantly below the Engineers Estimate. Alderman Louer made a motion to recommend Approval of Supplemental Resolution for Improvement by Municipality under the Illinois Highway Code (West Schwarz Street), Alderman Stamer seconded the motion, Al Ayes. Committee forwarded to Council for approval,
D. Approval of Construction Engineering Services with Oates Associates Inc. for the Schwarz Street reconstruction Contract in the amount of $82,200.00
Zwijack explained that this item will utilize the previously appropriated MFT funds for the Construction Engineering for the testing, inspection, and documentation required on the West Schwarz Street Project, Alderman Stamer made a motion to recommend Approval of Construction Engineering Services with Oates Associates Inc. for the Schwarz Street reconstruction Contract in the amount of $82,200.00. Alderman Ouer seconded the motion. All Ayes. Committee forwarded to Council for approval.
E. Approval of the resolution Approving the Preliminary PlatforStone Cliff Manor Phasell Subdivision
Scott Hanson explained that this item would approve the preliminary platfor Stone Cliff Manor Phase 1. The subdivision will be just east of Stone Cliff Manor Phase with 106 lots on approximately 100 acres, The original platfor Phase II was previously approved by Council, but expired in 2012. The lots have since been increased in size and reduced in number, The staff is concerned with limited access to the subdivision. There are two points of access to Stone Cliff Manor Phasel. However, Stone Cliff Manor Phase I has one point of access from Stone Cliff Manor Phase. Residents of Stone Cliff Manor Phase discussed concerns regarding the imited access to the new development. Aldeman Louer made a motion to forward the resolution Approving the Preliminary Platfor Stone Cliff Manor Phase || Subdivision, with a recommendation to deny. Alderman Stamer seconded the motion. All Ayes, Committee forwarded to Council with a recommendation for deniai.
F. Approval of Change Order #2 for the South Buchanan Street Reconstruction Contract to Baxmeyer Construction Inc. in the increased amount of $537,306.00
David Sirko explained that this item would allow Baxmeyer Construction to remove and replace the storm sewer, pavement removal, associated rock base, and Curb placement along Linden Street for an increased amount of $294,473.00, in this proposal, in-house crews Would be utilized for the Water main replacement and pavement installation along Linden Street. There is an alternative to have Baxmeyer Construction complete the water main replace and Linden Street road reconstruction in addition to the storm sewer replacement, pavement removal, rock, and curb for an increased amount of $537,306.00. This alternative Would have a cost savings benefit and reduce Construction time. Alderman Stamer made a motion to recommend Approval of Change Order #2 for the South Buchanan Street Reconstruction Contract to Baxmeyer Construction Inc., in the increased amount of $537,306.00. Alderman Louer seconded the motion, Al Ayes. Committee forwarded to Council for approval,
G. Approval of An Ordinance Amending Chapter 122 of the Codified Ordinances of the City of Edwardsville (Weeds-Nuisance, removal notices, citations, etc.)
Committee discussed the ordinance regarding Weeds, nuisances, removal notices, citations, etc. on private property and maintaining natural landscapes, Alderman Louer made a motion to recommend forwarding the Approval of An Ordinance Amending Chapter 122 of the Codified Ordinances of the City of Edwardsville (Weeds-Nuisance, removal notices, citations, etc.) to Administrative and Community Services, with a recommendation to approve. Alderman Stamer seconded the motion, Al Ayes, Committee forwarded to Administrative and Community Services for consideration.
H. Approval of An Ordinance Amending Chapter 114, Section 114-302 of the Codified Ordinances of the City of Edwardsville (Parking Prohibited at all Times)
This item was presented to Public Safety on Monday the 13th, and the Committee forwarded this item to Public Services with a recommendation for approval. David Sirko explained that this item changes the current parking restriction along the Eastside of Elm Street from a Parking Prohibited at specific times to a Parking Prohibited at all times. Alderman Stamer made a motion to recommend forwarding the Approval of An Ordinance Amending Chapter 114, Section 114-302 of the Codified Ordinances of the City of Edwardsville (Parking Prohibited at all Times), with a recommendation to approve, Alderman Louer seconded the motion, Al Ayes. Committee forwarded to Administrative and Community Services for consideration.
