Village of Godfrey Public Safety Committee met May 1.

Chairman Williams called the Public Safety Committee meeting of May 1, 2017, to order at 6:00 p.m. at the Godfrey Town Hall, 6810 Godfrey Road, Godfrey, Illinois.
Roll Call: Present: Johnes, McAtee, Springman, Stewart, Weber, Williams and Mayor McCormick
Absent: None
Chairman Williams asked for approval of the minutes of the April 3, 2017 meeting. Trustee Johnes moved for the approval of the April 3, 2017 minutes, seconded by Trustee McAtee. Poll of Committee: Ayes-5, Nays-0, Absent-0. Motion carried.
Old Business:
ESDA Committee Update – Chris Sichra
Chris Sichra, reported on the ESDA Committee as follows:
A. A discussion as held regarding ideas for our next annual disaster Exercise. GFPD may be holding some shift HazMat training, the village could assist with simulated resources (such as an evacuation) during the exercises which could be enough to satisfy our annual training and exercise needs. We are still waiting for potential dates
B. Update on city hall generator repair status, Kimberly has informed us that the village has contracted Barret Heating & Cooling to repair the generator, they have ordered some repair part they believe will fix the problem, we are currently waiting on the delivery of the parts.
C. On March 27th free additional NIMS/ICS training through the regional STARRS system is offering specifically for elected officials
Discussion and Consideration of Straube Lane - Widening Project
Chairman Williams opened discussion on the Straube Lane Widening Project. Since the Village Engineer is not present Trustee Stewart suggested that the committee refer the discussion to the Finance Committee to continue discussion. Trustee Stewart moved to refer the Straube Lane Widening Project to the Finance Committee to continue discussion with the Village Engineer at the Village Board Meeting of May 2, 2017, seconded by Trustee Johnes. Trustee Springman recused himself from the consideration. Poll of Committee: Ayes-4, Nays-0, Recused-1, Absent-0. Motion carried.
Discussion and Consideration of Ordinance Amending Transient Merchants and Itinerant Vendors
Tom Long, Village Attorney presented the amendments to the Transient Merchants and Itinerant Vendors Ordinance as follows:
(a)
Upon receipt by the village clerk, each application shall be reviewed for completeness and accuracy. If the application is complete and contains all of the required information and attachments, the Village Clerk shall issue a license. The license shall state the expiration date thereof. Shall forward to application to the Madison County Sheriff to conduct a criminal background investigation on the applicant.
(b)
The Sheriff of Madison County shall conduct a criminal background investigation of the applicant. The cost of the background investigation shall be non-refundable and paid for by the applicant. If the applicants background investigation shows no criminal background violations for any felony violations, or any misdemeanor violations involving theft, dishonesty, violence, or fraud the Sheriff shall issue a report to the Clerk indicating the applicant has no criminal background to prevent the issuance of a license.
(c)
If the application is complete, the applicant’s criminal background investigation is clear, and all fees are paid, the village clerk shall issue a license to the applicant.
Sec. 22 - 175. - Hours.
It is hereby declared to be unlawful and shall constitute a nuisance for any person to go upon any premises and ring the doorbell upon or near any door of a residence located thereon, or rap or knock upon any door or create any sound in any other manner calculated to attract the attention of the occupant of such residence, for the purpose of securing an audience with the occupant thereof to conduct business as a transient merchant or itinerant vendor between the hours of 6:00 p.m. in the evening and 10:00 a.m. the next morning Monday through Saturday. No soliciting is permitted on a Sunday or any state of federal holiday.
Sec. 22 - 178. – Photographs and Badge
One photograph of the applicant and each of its employees who will conduct business as a transient merchant or an itinerant vendor within the village, taken within 60 days prior to filing the application and showing the head and shoulders of the applicant or its agents or employees in a clear and distinguishing manner, shall be filed with the village clerk at the time the application for a license is filed. Such pictures shall be approximately two inch × two - inch in size. A badge shall be issued to the applicant which the applicant must carry and display at all times while soliciting within the Village. A $ 10.00 deposit shall be required for the issuance of the badge which deposit will be refunded when the badge is returned to the Village Clerk by the applicant.
Sec. 22 - 181. - Fees.
The fee for a license issued under this article for transient merchants and itinerant vendors shall be $100.00 per year or part of a year $ 50.00 for a 30 day license. A separate license shall be required for each person who is deemed to be a Transient Merchant or Itinerant Vendor.
Sec. 22 - 183. - Penalties.
Any person violating any provision of this article shall be deemed guilty of a misdemeanor and shall be punished by a fine of not less than $125.00 and not more than $750.00. If a violation continues, each day's violation shall be deemed a separate violation. If any person is found guilty, by a court, of violating any provision of this article, his license shall be revoked by the Village Clerk.
Trustee Stewart moved to give authorization to the Village Attorney to draft an amendment to the Transient Merchant and Itinerant Vendor Ordinance as presented, seconded by Trustee Springman. Poll of Committee: Ayes-5, Nays- 0, Absent-0. Motion carried.
