Today, Rep. Tom Barrett (R-Mich.), Chairman of the House Committee on Veterans’ Affairs Subcommittee on Technology Modernization, delivered opening remarks at a field hearing titled "Beyond the City Limits: Delivering for Rural Veterans." The hearing focused on how technology can enhance VA healthcare services for rural veterans in Illinois and across the country.
Rep. Barrett began by expressing gratitude to Ranking Member Budzinski for hosting the event in Illinois' 13th Congressional District. He also thanked the University of Illinois and the Chez Veterans Center for their support.
Barrett emphasized that oversight responsibilities extend beyond Washington, D.C., reaching into communities where veterans reside. He highlighted that nearly one-third of VA-enrolled veterans live in rural areas, facing challenges such as long travel distances, limited providers, and inadequate broadband.
The Community Care program was identified as a crucial tool for rural veterans. It allows them to access outside providers when local VA facilities cannot meet their needs. Barrett acknowledged his personal experience with Community Care and called for improvements.
"Under the leadership of Chairman Mike Bost... this Committee is working hard ensure that rural veterans are able to make their own choice on whether community care is the right option for them if they are eligible," Barrett stated.
He discussed various resources available to rural veterans, including telehealth and mobile medical units. The External Provider Scheduling system was cited as an example of technology facilitating more efficient appointment scheduling.
Despite these tools, reports indicate areas needing improvement, such as clear performance goals and consistent outreach strategies in rural health programs. Barrett emphasized reducing bureaucracy to ensure quality healthcare delivery.
"My goal is to ensure every program is driven by measurable outcomes," he said, underscoring that geography should not impede access to care.
Barrett concluded by inviting feedback from attendees on enhancing veteran care before passing the floor to Ranking Member Budzinski.
