1. Approval of minutes for March 16, 2017 ACS Meeting - Motion to approve (Butts), seconded (Stamer) and voted all ayes.

3. Council Matters

A.) Filed For second Reading:

1.) An Ordinance Amending Chapter 122 of the Codified Ordinances of the City of Edwardsville (Weeds-Nuisance, removal notices, citations, etc.) - Amends the Current ordinance to allow the City to more promptly respond to grass and weed height regulations, removes a discrepancy between an 8" and 12" standard, declares a nuisance for Weeds and grass on residentiallots and lots adjacent or adjoining residential lots, and would allow managed natural landscaping as long as it meets specific requirements of the ordinance - Motion to approve (Butts), seconded (Stamer) and voted all ayes to forward to Council.

2.) An Ordinance Amending Chapter 114, Section 114-302 of the Codified Ordinances of the City of Edwardsville (Parking Prohibited At All Times) Elm Street-Prohibits Parking on East Side of Elm Street-Alderman Stamer spoke to residents in her ward that would be affected by this. Their feeling about it is that there isn't an issue with this and the City should just restrict parking from St. Louis St. to Randle St. on Elm St. as those are the residents that are having issues and leave the remainder of Elm St. as is. Committee agrees with this assessment. Motion to amend the motion to approve with changes as discussed (Butts), seconded (Stamer), and voted all ayes to forward to Council.

B.) New Items:

1.) Sign Variance Request-Park Street Plaza LLC-222 East Park Street-The proposed monument sign has to be 13 feet back as per the Code. As per a precedent we set for signs, we do allow signs to move forward to the front property line as they get shorter and have less sign surface area as you move toward that Zero setback. Sue DeMond proposed a variance that would be consistent with that precedent. Staff supports this alternative. The proposed sign would only be about 1-1/2 feet closer than what the code requires. Motion to approve (Stamer), seconded (Risavy) and voted all ayes.

2.) An Ordinance Amending Appendix B Zoning of the Codified Ordinances of the City of Edwardsville (Chapter 1248 Scope of Regulations subsection 1248.02.8 Swimming Pools) - Requires a letter of creditor bond be posted to ensure damage to public property is repaired following installation of private swimming pools -This ordinance will require pool contractors to supply the City with a bond or letter of credit toward any sidewalk damage and other public improvement damage that may occur. This will be done when they apply for the pool permit. Alderman Butts suggested having CSO's drive by addresses that have pools going in to report back to Public Works if the homeowners are swimming in the pools before they've had a final inspection. Alderman Stamer suggested those contractors that consistently keep damaging sidewalks not be allowed to get any more permits. Motion to approve (Stamer), seconded (Risavy) and voted all ayes,

C.) Items Held in Committee:

1) Resolution Authorizing an Amended Intergovernmental Agreement for Lewis and Clark Community College Sign-Amends 2007 Intergovernmental Agreement regarding the approved location, design, and size of sign - Petitioner has requested this item continue to be held at this time - Held 10/27/16-Scott Hanson spoke with Chad Morris, who is the architect, and he stated they do not want to pursue the electronic message board portion of the sign but they do want to change the location of the proposed sign. As a result of this, they will need to amend the 2007 Council Development Agreement or Resolution that was approved. They are moving it from a former location to a new location within the island near Buchanan Street. Chad Morris is working on amending that and having it ready for the next ACS meeting.
