Village of Swansea Board of Trustees met June 5.

Attendees: Board President Leopold, Trustees Lanter, McGuire, McDonald, Neumeyer, Pulley, & Wells, Treasurer John Walter, Village Attorney Jerry Warchol, Police Department (PD) Chief Steve Johnson, PD Deputy Chief Craig Coughlin, Fire Department (FD) Chief John McGuire, Street Department Chief John Budde, Waste Water Treatment Plant (WWTP) Chief Rick Tucker, Administrator Lyndon Joost, Village Clerk O'Neill (prepared minutes), other community members. The Trustee names in motions are presented with the individual that made the motion listed first, followed by the individual that seconded the motion. Support of members includes those present. The items outlined below were discussed.
Call to Order, Pledge Allegiance to the Flag, and Trustee Roll Call
Approval of Minutes-Motion by Wells, Pulley, and Trustees voice votes supported reviewing in total the outlined below minutes. Motion by McGuire, Neumeyer, and Trustees voice votes supported accepting the minutes with a correction to the Board meeting, such that the Administrator is among the Collective Bargaining Agreements team. Other members specified in the Mayor's announcement and correctly reflected in the minutes include the Mayor, Trustee Lanter, and the PD Chief.

Mayors Announcements - Correspondence:
Certificate of Appreciation recognizing Dale Flach for 40 Years of Service to the Village of Swansea-Dale was recognized with a certificate and a standing ovation. He was thanked for his service and pictures were taken.
Designation of Village Negotiating Team for Collective Bargaining Agreements - The team being composed of the Mayor, Trustee Lanter, the PD Chief, and the Administrator was reviewed. It was discussed that no additional members would be added at this time.
Appointment of Brian Dulski to Planning & Zoning (P&Z) Board Open Position - it was noted that the Mayor recently appointed Brian Dulski to fill the vacancy on the P&Z Board, and he is willing to serve the community.
Village at Attorney Comments -
Correspondence from an attorney representing the Bristol Hill Subdivision complaining of drainage issues was noted with repair costs estimated between 1.2 and 1.6 million. The Village Attorney will respond to the letter, explaining that there are easements as a matter of plats/development. However, the Village does not own the easements. The Village denies ownership of the impacted sewer lines that are behind homes and not in areas owned by Swansea. The Village Attorney has been working with the Administrator and Mayor to obtain the applicable support documents for the pending response letter.
Update Wallen & Varady v. Swansea - After case management conference and the scheduled 6/28/17 motion on discovery issues and other technical points on the pending litigation, there may be a need for a closed session discussion to provide update details.
Village Administrator Comments - None were heard.
Discuss Proposed Organizational Chart - This will be an agenda item for the Board at the next meeting.
Review/discuss Village Administrator job description - This will be an agenda item for the Board at the next meeting.
Accounting Specialist job description as updated in committee this evening and forwarded to the Board - Motion by Neumeyer, McGuire, and Trustees' roll call aye votes supported the job description with the incorporated changes outlined in committee.
Discuss filling Accounting position - Motion by McGuire, Pulley, and Trustees' roll call aye votes supported advertising to fill the vacant position to obtain an accounting specialist, with the job description as revised in committee.
Swansea Street Department proposed pay scale - Further work will be pursued to answer budget objections, while preparing for potential future retirements. The current vacancy will be filled as soon as possible.
Authorization to fill position of Dale Flach-Motion by Neumeyer, Lanter, and Trustees' roll call aye votes supported the authorization to fill position the vacancy due to Dale Flach's retirement.
Employee request for FMLA followed by Leave of Absence without pay - Motion by Neumeyer, McGuire, and Trustees' roll call aye votes supported employee David Yarber's request to use leave without pay for a 12-week period with surgery scheduled on 6/19/17.
Draft Language for Corrective Action Plans - The ordinance is to be drafted. It was noted that re-inspections are sometimes appropriate to request, and that the flexibility in "may request re-inspections language is appropriate.
Approval of Bills-Lanter, Pulley, and Trustees' roll call aye votes supported the motion to accept and pay from proper accounts the 5/16/17 through 6/5/17 total bills of $316,395.51. The bills included 5/18/17 Payroll of $116,414.91 and other items.
Non-Agenda item Comment - The State of illinois operating without a budget being passed is expected to translate into motor fuel, video gaming and other funds that will come to Swansea from the State being significantly delayed. An article on the expected impact was suggested to be included in a future Swansea Report.
Update Consolidation of 9-1-1 Dispatching Services - Additional costs recently discovered related to Belleville providing 911 dispatch services for Swansea are being addressed on an emergency basis with the item presented in committee and to the Board for a vote on the same evening. Motion by Lanter, Pulley, and Trustees' roll call aye votes supported authorizing the following purchases:
$14,332.00 to Wireless USA, 148 Weldon Parkway, Maryland Heights, MO, 63043. This enables the FD VHF radios and pagers to work over the Clearwave fiberline between Belleville and Swansea, PDUHF back up line and sally port door open/close functions. $5,420.00 to Computype IT Solutions, 4401 North Belt West, Belleville, IL 62226. This updates PD cameras so Belleville may remotely view camera feed. The Swansea PD will be able to simultaneously view and record images of booking and evidence areas.
Ordinance 1783 - Motion by Neumeyer, Wells, and support of the Trustees' voice votes resulted in the reading as follows: "An Ordinance Amending Chapter 5, Paris 4 and 7 of the Swansea Municipal Code Regarding the Swansea Fire Department." Motion by Wells, Lanter, and Trustees' roll call votes supported acceptance of the ordinance.
Resolution 1-2105-Motion by McGuire, Neumeyer, and support of the Trustees' voice votes resulted in the reading as follows: "A Resolution Accepting the Bid from Christ Brothers Asphalt, 820 S. Fritz, PO Box 158, Lebanon, IL 62254 in the Amount of $247,560.40 for the project referred to as "Pulverize & Overlay Various Streets." The $80K not to exceed option to allow unit contract prices to be used in calculating costs to have overlay of nearby streets was reviewed. Motion by Neumeyer, Lanter, and Trustees' roll call votes supported acceptance of the resolution.
Final grading of Western Avenue Sewer Phase 2-The Village of Swansea already settled with the contractor on the project, so there is not an opportunity to collect reimbursements addressing the homeowner issues. Estimates range from about $10K to $20K for an outside entity to address corrective actions, including grading, seeding, and planting trees. The seeding/planting needs to wait until the fall. It's recommended that the Street Department undertake the corrective actions and continue to work with the homeowners directly.
Discuss UV Module issues at WWTP-Exploringspursuing replacement, first requires obtaining specs to allow forbids to be requested for replacement options for the UW Modules. Motion by McGuire, Pulley, and Trustees' roll call votes supported authorization for specs being obtained from TWM.
Resolution 1-2106-Motion by Neumeyer, Pulley, and support of the Trustees' voice votes resulted in the reading as follows: "A Resolution Authorizing Execution of an Agreement with the Metro East Park and Recreation District for $2,198.00 in Funding Towards Security Cameras in Melvin Price Memorial Park Under the FY17 Safe Parks & Trails Grant Program." It was reviewed that this involved 50% matching funds. The DVR parts will repair the system so that it functions successfully. Motion by Wells, Pulley, and Trustees' roll call votes supported acceptance of the resolution.
Comment - The Splash Pad has a broken pipe to be fixed. Advance notice of the temporary closing has been posted. The closing of a short duration will allow the repairs to be completed.

Old Business -
Motion regarding termination of employment of Kathie Fietsam Revisited-Neumeyer said that it has been suggested that the personnel action taken at the special meeting the other week (on May 24, 2017) was not valid as not being specific enough. Neumeyer added that although the Board of Trustees thinks it was specific and the Board's intention was to avoid embarrassment to a terminated employee, out of an abundance of caution, tonight the motion will be revisited. Neumeyer, Pulley requested a Totion and roll call vote to terminate Kathie Fielsarn effective immediately. With the exception of Trustee McDonald's "present" vote, all Trustees voted aye to immediately terminating Kathie Fietsarn,
Comments: Having a PD resource officer support the schools and community without compensation or offset funding from the schools was reviewed. At this time, there are no plans being taken by the schools to pursue fundraising activities to offset any resource officer costs. The significant costs associated with having a resource officer in the schools was noted, as well as the future, unquantifiable benefits.
