Village of Swansea Board of Trustees met May 15.

Attendees: Board President Leopold, Trustees Lanter, McGuire, McDonald, Neurneyer, Pulley, & Wells, Treasurer John Walter, Village Attorney John Kurowski, Police Department (PD) Chief Steve Johnson, PD Deputy Chief Craig Coughlin, Fire Department (FD) Chief John McGuire, Street Department Chief John Budde, Waste Water Treatment Plant (WWTP) Chief Rick Tucker, Administrator Lyndon Joost, Code Enforcement Officer Randy Tedesco, Park Board Chairman Mike Koeneman, Village Clerk O'Neill (prepared minutes), other community members. The Trustee names in motions are presented with the individual that made the motion listed first, followed by the individual that seconded the motion. Support of members includes those present. The items outlined below were discussed.

Approval of Minutes-Motion by Wells, Pulley, and Trustees voice votes supported reviewing in total the outlined below minutes. Motion by Wells, Pulley, and Trustees voice votes supported accepting the minutes as presented.

Mayors Announcements - Correspondence:
Designation of Village Negotiating Team for Collective Bargaining Agreements - The team is to be composed of the Mayor, Village Administrator, Trustee Lanter, and the PD Chief. There were no objections to the designation of a team or the members that are to part of the team.
Treasurer's Report - The report as of 4/30/17 was presented. The report was accepted with a motion by Wells, McGuire, and Trustees' roll call votes.
Department Head and Parkboard Reports-Announcements / Comments Reports:
PD Report - A May 2017 written report supported the PD Chief's presentation, which included PD Officer Cheryl Wenorsky's work as a school resource officer and patrol functions (working night shift in the summer and other as needed patrol coverage) and benefits of a resource officer. Officer Venorsky has earned the respect of students, guardians, and school staff. High Mount School Social Worker Yvette Hicks and Superintendent Mark Halwachs shared positive comments about her work as a resource officer, and indicated that the school does not have funds to share in any PD resource officer costs.
FDReport - Tomorrow pump testing is expected to take place at Engine House 2, with the Northwest FD also being tested at the Swansea FD facility and about $150 taken off the total bill to Swansea. There was no cost to Swansea for the other FD being tested at the Swansea facility. A hands-on software demo is scheduled for the early part of July, possibly 7/10/17. The Swansea Street department is doing an outstanding job assisting with site work for the FD training facility. Tickets are on sale for a Swansea night at the Cardinals. Explorer weekend date is to be determined. This Friday and Saturday about 150 investigators from various Midwest FDs will be in town attending an invent on the subject of Arson investigators. The event is hosted at the Swansea improvement facility. Youth Academy plans are finalized. The Abbott report is pending.
Street Department Report - Culvert and ditch projects due to the storm were reviewed. The Street Department is assisting with sewer line cleanings and other WWTP sewer projects. Road patching, mowing, and work in the parks was noted. Swansea won a partial grant from the Metro East Parks District for cameras in the parks.
Sewer Department Report-Flows, sludge production, water treatment was reviewed, along with the significant 11" rain event between 4/26/17 and 5/4/17. The water treated during this rain event period exceeded the amounts typically treated in a month from all sources. A positive feature of the rains was that the collection system was flushed-out and chemical use was down. The Street Department assisted with emergency repairs and systems are 100% operational.
Code Enforcement Report - No comments were heard.
Park Board Report. There will be no active solicitations sought during the summer concerts recommended to be held on the 2" and 4"Wednesday evenings in June from 6 to 9pm at Schranz Park. Motion by Wells, Pulley, and Trustees voice votes supported the Park Board's June concert recommendation. The Memorial Day event at 10 am on Memorial Day at Melvin Price Park was reviewed. A Halloween Kids Parade is being planned for 10/28/17, which may end with "trunk or treating" activities. The Patriots and the Park Board are working together on some of the park activities. Food truck(s) may participate in some of the events with the encouragement of the Patriots coordination assistance.
Administrator - A 5/15/17 Memorandum of Road Overlay Projects for 2017 and other information was provided,
Employment Agreement for Village Administrator - An email was received from the Administrator today. The Correspondence will be placed on the next meeting's agenda.
Employment Agreement for Police Chief- Motion by McGuire, Lanter, and Trustees roll call vote of aye, supported approval of a PD Chief agreement that is modified to require the PD Chief's residency within the corporate boundaries of the Village of Swansea within 18 months.
Janitorial Services - Motion by Wells, Pulley, and Trustees' aye roll call votes, supported janitorial services for the PD building being provided by Cheryl Platzkoester, with the weekly, Wednesday cleanings at price of $100 per cleaning or $5200 annually.
Janitorial Services-Motion by Wells, Pulley, and Trustees' aye roll call votes, supported a probationary, part-time cleaning position at $10 per hour, not to exceed 12 hours per week, be offered to Amanda Kronk. The PD building will not be cleaned by Kronk.
Retirement of Dale Flach - His resignation letter was in the packets and will be on file. Motion by Wells, Neuymeyer, and Trustees' voice votes, supported accepting the retirement notice, and thanking Flach for his 40 years of service.
Resolution 1-2101 - After a recess of the Board meeting to allow this item to be addressed at the committee level, the resolution was read, number assigned, and resolution vote addressed. Motion by Pulley, Wells, and support of the Trustees resulted in the reading as follows: "Resolution Adopting the Classification of Non-Bargaining Unit Employment Positions with The Village of Swansea, IL." It was noted that an item being included in the budget, such as a classification pay schedule, does not mean that it needs to be acted upon immediately or at all. There was concern expressed that there wasn't sufficient understanding to move forward on this resolution. Motion by Neumeyer, Pulley, and roll call vote of no from Trustee McDonald and yes vote from the other Trustees adopted the resolution. Joost, Leopold, and McDonald will meet at a later time to review the classification grades and steps adopted.
Approval of Bills-Lanter, Pulley, and Trustees roll call vote of aye, supported the motion to accept and pay from proper accounts the 5/2/17 through 5/15/17 total bills of $308,621.93. The bills included 5/4/17 Payroll of $139,015.38 and other items.
Findings-of-Fact Plats for Metro Landing-Motion by Pulley, McGuire, and support of the Trustees' voice votes resulted in the acceptance of the Findings of Fact.
Resolution 1-2102-Motion by Neumeyer, Pulley, and support of the Trustees' voice votes resulted in the reading as follows: "A Resolution Approving the Right of Way Dedication Plat/Final Plat for Metro Landing in Accordance with the Subdivision Regulations of the Village of Swansea." Motion by Neumeyer, McGuire, and Trustees' roll call votes supported acceptance of the resolution.
Findings-of-Fact New Development in PB Planned Business District Metro Landing-Motion by Wells, Pulley, and Trustees' voice votes supported acceptance of the Findings of Fact.
Consolidation of 9-1-1 Dispatching Services - A fiber-line between Belleville and Swansea is needed to support communications between Belleville and Swansea and to meet the cutover date for Belleville to provide 911 dispatch services for Swansea install approval is needed to night. Clearwave Communications needs to be notified of the approval tomorrow to guarantee the install in time for the planned 911 dispatch service to Belleville.
Resolution 1-2103-Motion by Neumeyer, Pulley, and support of the Trustees' voice votes resulted in the reading as follows: "A Resolution Accepting a price quote of $500.00 per month from Clearwave Communications, 2N. Vine Street, Harrisburg, IL for Fiber Optic Service between the Village of Swansea and the City of Belleville Dispatch Center."Motion by Neumeyer, Pulley, and Trustees' roll call votes supported acceptance of the resolution.
Resolution 1-2104-Motion by McGuire, Neumeyer, and support of the Trustees' voice votes resulted in the reading as follows: "A Resolution Accepting the Bid from Guarantee Electric Construction Co., 1500 Grand Ave., Granite City, Illinois, 62040, in the Amount of $29,170.00 for the Project Referred to as "Village of Swansea WWTP Valve Actuator Replacement"." Motion by Neumeyer, Pulley, and Trustees' roll call votes supported acceptance of the resolution.
St. Clair Township Annual Report of Work Completed on Sewer Lines, Lift Stations, etc. Tributary to Swansea WWTP -A more detailed Township report will be requested to replace the Township Supervisor provided report that provided a sewer line work phase for each month in 2016.
Authorize Public Bids for Resurfacing of Roadways-Motion by McGuire, Neumeyer, and Trustees' voice votes supported authorizing public bids be obtained for the roadways' resurfacing.
Repairs to WWTP Generator - A cracked head was discovered when the WWTP equipment was dismantled. The standby generator was in place and the repairs needed to be completed, despite the total cost being $17,538.08, significantly higher than the original quote before the more extensive repair work was identified. The repair work included cylinder head replacement, water pump, blockheater control, generator transportation, and temporary generator use for a one-week period. The approval to proceed with the repairs was obtained from the Mayor, Finance Chairperson, and Administrator. The work was finished during the rain storm. The costs are expected to impact the next scheduled list of bills.
Public / Cultural Comments - This in National Peace Officers Memorial Week. Saturday is Armed Forces Day. Rotary working together with donations from businesses to display 160 plus flags in the community was noted.
Draft June issue, Swansea Report - The draft was provided and reviewed. It was noted that there is a possibility that more advertisers will be added to this month's report. The date of the Graduation ceremonies at High Mount School and Wolf Branch School should be corrected to 5/25/17 (from 524/17). Awards will be presented at the respective schools by Trustee Lanter and Mayor Leopold.
Other Agenda Report Items - Old Business - No cominents were heard.
"New Business - Executive Session - "Between 9:04 and 9:39 pm with a motion by Lanter, Pulley, and support of Trustees, closed session discussions were held (Open Meetings Act Exception 5 ILCS 120/2(c)(1) - "The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body..."). A motion by Neumeyer, McGuire, and support of the Trustees re-opened the public meeting. There were no open session comments.
