Madison County Grants Committee met June 12.

Here is the minutes provided by the Committee:

Present: Clint Jones, Liz Dalton, Judy Kuhn, Ann Gorman, Gussie Glasper, Chrissy Dutton, James Futrell, Bruce Malone

Absent: Erica Harriss

Others: Nadine Pfeiffer, Lisa Mersinger, Samuel Borders, Sharon Trettenero, James Arnold, David Goodrich, Debbie Angleton, Connie Vick, Scott Cousins, Tony Fuhrmann,

Clint Jones made the motion to approve the minutes from the May 8, 2017 Grants meeting. Motion to approve with amending the last line stating that Liz Dalton mad the motion to Approve for adjournment and it was second by Ann Gorman, was made by Bruce Malone, second by Liz Dalton.

Motion approved unanimously.

New Business:

Bills and Purchases Requests Approval-

The bills and purchases were presented by C. Jones. A motion to approve was made by Liz Dalton, second by Gussie Glasper.

Motion approved unanimously.

Clint Jones presented a Resolution Authorizing a Construction Loan to the Mannie Jackson Center for the Humanities. A. Gorman asked if it was going to be demolished & build a new building. Lisa M. said that it was going to be rehabilitated. Bruce Malone asked what the source of that Grant is. Lisa M. said that it is a culmination of Federal and State.

A motion to approve was made by Liz Dalton, Second by Ann Gorman.

Motion approved unanimously

Clint Jones presented a Resolution Awarding bids for Weatherization HVAC Contractor.

A motion to approve was made by Liz Dalton, second by James Futrell.

Motion approved unanimously.

Clint Jones presented a Resolution Awarding Bids for Weatherization Material-Vendor. Dave G. explained that this is the annual material purchases. Liz D. asked if they are getting carpenters to help. Dave G. said they had a few but right now the program is shut down but will be starting back up in July.

A motion to approve was made by Liz Dalton, second by Judy Kuhn.

Motion approved unanimously.

Clint Jones presented a Resolution Awarding Bids for Weatherization Electrical Contractor. Dave G. explained that they had to do this because we have to install continuous running fans on sensors in the bathrooms now and they needed an electrician to do this for the wiring. These are continuous running fans put on a sensor. Liz D. asked if it is required now and Dave G said yes it is and will be required in all new construction now.

A motion to approve was made by Bruce Malone, second by Chrissy Dutton.

Motion approved unanimously.

Clint Jones presented a Resolution Authorizing Approval of a Vendor for the Out-Of- School Youth Programming in Madison/Bond Counties for The Madison County Employment and Training. Liz D. asked if this was strictly for Drop outs. Deb A. stated that it could involve GED programs or help people who have their GED and need help being placed.

A motion to approve was made Liz Dalton, second by Gussie Glasper.

Clint Jones presented a Resolution Authorizing Approval of a One-Stop Operator of the Madison County American Job Center by the Madison-Bond Workforce Innovation Board. A motion to approve was made by Liz Dalton, second by Judy Kuhn.

Clint Jones presented a Resolution Authorizing Approval of a Vendor for In-School Youth Programming in Madison County for the Madison County Employment and Training Department. A motion to approve was made by Gussie Glasper, second by Bruce Malone.

Abstain: Ann Gorman

Lisa Mersinger presented a Fact Sheet about a HUD CDBG Substantial Amendment reallocating funds for the construction of an ADA Ramp at the Madison County Administration Building and Courthouse.

L. Dalton asked if there is a reason why they need to build a new ramp. B. Malone said yes & he stated that he is on the Buildings Committee and C. Jones said that he is too. Then B. Malone let C. Jones tell the members that are in bad shape and as soon as we do any work to them they have to be brought up to new ADA code. B. Malone said that Mr. Schmidt, the new buildings director, has identified several deficiencies around the “campus” and has been coming to the buildings committee saying we need to do several things and the buildings committee chairman suggested that maybe they could find some grant money and Mrs. Poshard went to work on that and this is the result of that inquiry.

G. Glasper asked about the HOME program and wanted to know when funding for the new year would be available and how do the municipalities secure those funds for that program. James Arnold informed her that letters went out to all municipalities and that it is posted on our website.
