The meeting was called to order with prayer by The City of East St. Louis Police Chief Michael Hubbard.

A motion was made by Councilmen Robert Eastern II and seconded by Councilman Robert Eastern III to approve the minutes. Upon the question of the motion Mayor Emeka Jackson Hicks called for the roll call vote.

Councilwoman LaToya Greenwood: She had a concern over the side walk at 79 & State Street. We need to look into this matter. This is a safety issue.

Councilman Roy A. Mickens: When will the 500 block of Gray Blvd. be done? And what is the estimated time and cost of the project

Public Work Director Gir thal Clemons will look into the Council Members concerns.

Mayor Emeka Jackson-Hicks: Had concerns on the bricks at the 1300 block of Missouri Avenue. This job is incomplete and need to be finish for the time that the work was done. The Mayor is asking Chief Blackmon to look into who did the job 3 or 4 months ago and to get this project completed. New Business:

Mr. James Joseph the State Of Illinois Emergency Management Director from Springfield Illinois was present, Mr. Joseph wanted to know from the City Council how were things going. The Director is originally from DuPage County and that were he has work. At the present time he has been in Springfield for two (2) years. And he also service on the Police Commissioner & Planning Board.

a. Councilman Roy Mosley Sr. wanted to down what he could do to help with the water in the basements of citizens in the city East St. Louis due to the rain and flooding. Mr. Joseph response was there are Clean Up Kits and Advice that Mr. Anthony Vinson could give.

b. Mayor Emeka Jackson-Hicks: Detail Cleaning is needed but this only happens when there is an emergency flooding.

Mayor Emeka Jackson-Hicks thanks Mr. Joseph for stopping by and introducing himself. She hopes to see him again.

St. Clair County Corner Calvin Dye: City Council and Mayor I am nothere about the St. Clair County Corner Office but as the Chairmen of the Metro Police Board. The Board consists of East St. Louis, Washington Park, Brooklyn, and Alorton. I came here tonight because we need your help. We need to see your faces at the Board Meeting and your concerns. Your Police Chief Michael Hubbard is doing a great job on HotSpot/Every Third Friday of the Month. We are trying to get a new building for Law Enforcement. This building will house all of the Police Chiefs); have training quarters, grant writer(s) for law enforcement, dispatcher training and other tranling.

We are adopting new procedures. All background checks on Police & Firemen will be done by us. Accountability Of Officers between the Police and the Departments. In short we are trying to reduce crime and bring creditability back to the city(s) and citizens. Please if you can, come to the meeting. The city of East St. Louis is the largest factor, but there is no representation from East St. Louis.

City Manager Comments: Courtney Logan congratulated Councilman Robert Eastern III on his re-election, Councilman Roy A. Mickens, our newest Councilman on his win. And Councilman Roy Mosley Sr., on his new position of Pro Tem

City Council Comments;

Councilman Roy Mosley Sr. wanted to thank everyone for electing him as their Pro Tem (2) Councilman Mosley states that Councilman Robert Eastern III has done a great job with Public Works. We are doing more streets. And to the Citizens of East St. Louis we are trying to come your way on these street projects. (3) There are homeless people on the Eads Bridge; we need some help in this matter. (4) Mr. Calvin Dye; thank you for coming to us and telling us what we need to do. We need to go to the meetings and show our faces and concerns. (5) We have start on the grass cutting; it that time of the year. This Saturday will be the Lansdowne Area,

Mayor Emeka Jackson-Hicks: Thank Councilman Robert Eastern III for serving as Pro Tem. And the mayor congratulated Councilman Roy Mosley Sr. as the New Pro Tem of the Council.

B. Mrs. Terry Barnes: Mrs. Barnes is still having flood problems (5200 Belmont)

The City came out and did some digging to relief some of the problems. When Reisch Contractors was here.They call themselves doing our street; but look at the pictures our basement is flooded and the street too. We need your help in this matter. We don't have the money to keep repeating the same problems over and over again.

C. Ms. Kathy Fleming Westley: Had concerns about 519 North 29 Street. They are dumping at this house. Animals, bees and rats are everywhere. We need help in this matter. Come out and see for yourself.

D. Dorothy Joshway; She had a concern about the speeding taken place down Marybelle. The Police need to patrol this area. And what are doing about the summer? With no summer jobs the youth can become very active in a bad way.
