City of Edwardsville Administrative and Community Services Committee met September 28.

Here is the minutes provided by the Committee:

Public Comment: Jennifer Wilkins, Chair of the Historical Preservation Commission, spoke on behalf of the HPC. She wanted to keep the Committee up to date as to the discussions at HPC about the mural at the Public Safety building. In April, there was a COA presented at HPC for the Current Public Safety building for demolition. It was presented as a hypothetical. The understanding Was that it Wasn't going to be demolished right away. The Concern about the mural was discussed at that meeting. At that time, the demolition was approved with the stipulation that the mural Would be removed and reinstalled elsewhere. A cost estimate was done to see about removing the mural from the building, creating 4 sectional panels given the dimensions of the mural, and reinstalling it. This would be about $30,000. HPC is very interested in this but doesn't knoW the best Way to handle it. A fundraiser Was Suggested. Alderman Krause said the mural has been discussed. The key is finding a location that would be significant for this mural to be relocated. The difficulty they are having is where it should be relocated. The dimensions of the mural are 36 feet long and 7 feet tall. Tim Harr asked what historical significance the mural has. Ms. Wilkins Stated the mural and building was designed by a significant architect. Harr stated the Madison County Historical Society was unaware of this mural. Alderman Risavy asked if HPC is willing to take the lead for this whole effort and fund it. Ms. Wilkins responded that there are people willing to assist in the process. She believes it shouldn't just be HPC but be more of a collaborative effort. Bob Pfeiffer stated there's no guarantee once it's removed that it wouldn't just fall apart. He said that's his biggest concern with relocating it. He Suggested taking high resolution photography of the mural and creating a Wall application of it.

3. Council Matters

A.) Filed for Second Reading:

1.) Ordinance Annexing 250 & 252 Seminole Street-Annexes properties at 250 & 252 Seminole Street and allows connection to Sanitary sewer and Water mains - Motion to approve (Morrison), Seconded (Krause) and voted all ayes to forward to Council.

B.) New Items:

1.) Resolution Approving Veteran's Day Parade (November 11, 2017) - Required to seek permission from IDOT for Temporary Closures of State Highways - Motion to approve (Morrison), Seconded (Krause) and voted all ayes to forward to Council.

2.) Resolution Authorizing Center Grove Planned Unit Development - Authorizes approval of the Center Grove Planned Unit Development - Alderman Krause asked if there are any potential detention impacts to the homeowners on Pleasant Ridge. Ryan Zwijack responded that all of the drainage from Pleasant Ridge will flow back to the current drainage ditch in the back of the yards. The only construction that will take place on the west side of that ditch would be the road that would essentially access the lots. There is significant erosion in this Waterway that the City has had to do work on the Storm Sewer about four years ago. It Will be a private Street. Motion to approve (Krause), Seconded (Morrison) and voted all ayes to forward to Council.

C.) Items Held in Committee:

1.) Edwardsville Cool Cities Climate Action Plan (discussed as new business and held at ACS 8/10/17) - Tim Harr stated he has reviewed this and is concerned with who will be doing the work for this. Alderman Krause Suggested if they Want to create a Sustainable initiative for the community, then they need to move in a direction similar to what we have with our action items. Committee had a discussion on different aspects of this plan and what the City currently does. Alderman Krause feels that the Cool Cities Committee needs better marketing and projects that are achievable. Alderman Morrison suggested Some of the Committee sit down outside of the ACS meeting to discuss what's in the plan.
