City of Fairview Heights Administration Committee met September 13.

Here is the minutes provided by the Committee:

Committee Members in attendance-Denise Williams, Brenda Wagner, Roger Lowry, Pat Peck, & Mayor Mark Kupsky (Ex-Officio Member)

Committee Members absent-Joshua Frawley

Other Aldermen and Elected Officials in attendance - City Clerk Karen Kaufhold, Pat Baeske, Harry Zimmerman, & Ryan Vickers

Staff in attendance - Chief Nick Gailius, Captain Chris Locke, Finance Director Gina Rader, & City Attorney Representative Jim Gehrs

Recorder - Becky Thompson

Public Participation-

Amy Kovak from Ashland Meadows spoke about a four-way stop at Bayberry and Holliday.

Approval of Minutes-

Motion and second were made by Alderman Pat Peckhalderman Roger Lowry to approve the August 9, 2017 minutes and August 15, 2017 Finance continuation minutes. The motion carried by voice vote and was unanimous.

Finance-

Bill List-

Committee reviewed the bill list. Questions regarding the bill list were:

•Page 8, Vehicle Repair - the police car was not listed on the insurance policy, it was picked up mid-year.

•Page 5, IACC - Kahalah Clay asked if the City wanted to be a sponsor of the Circuit Clerk's meeting held in Fairview Heights

Motion and second were made by Alderman Denise Williamslalderman Brenda Wagner to approve the July bill list in the amount of $1,809,202.27. The motion carried by voice vote and was unanimous,

Spending Limits-

Director Rader contacted Belleville, Collinsville, O'Fallon, and the County to see what their spending limits were. Rader said they ranged from $5,000 - $10,000. Currently, the City spending limit requires any expense over $500.00 - $19,999.99 to have three (3) bids in writing by the Department Head. A significant amount of staff time is used to get three (3) bids for items such as t-shirts, housekeeping supplies (bulk), small IT equipment, etc. The Finance Department would like the City Council to consider raising the spending limits.

Motion and second were made by Alderman Pat PecklAlderman Brenda Wagner to amend Resolution No. 2070-'94 from A) $.01 to $499.99 to A) $0.01 - $4,999.99 and B) $500.00 to $19,999.99 to B) $5,000.00 to $19,999.99. The motion carried by voice vote and was unanimous.

City to Appoint Chapman and Cutler, LLP as Legal Bond Counsel-

Motion and second were made be Alderman Brenda Wagnerl.Alderman Denise Williams to appoint Chapman and Cutler, LLP as Legal Bond Counsel. The motion carried by voice vote and Was unanimous.

Law Enforcement-

State of the Police Department Report-

Chief Gailius presented the Police Department Report. Chief went over the crime in Fairview Heights with the Committee. No questions at this time. Residents were present to speak on the 4-way stop at Northshore Drive at Conner Pointe.

Soliciting Ordinance-

Staff updated the Committee about the Soliciting Ordinance. Staff has received the City Attorney's opinion and based on the attorney's opinion, staff will put together a proper ordinance that balances the interests of residents and the City with the rights of solicitors to operate doorto-door within the City.

Stop Sign Requests - Ward 4-

Motion and second were made by Alderman Pat PecklAlderman Roger Lowry to forward an ordinance to Council to place a 4-way stop at the intersection of Northshore Drive and Conner Pointe. The motion carried by voice vote and was unanimous.
