New City of Edwardsville Public Services Committee met Nov. 1.

Here is the minutes provided by the Committee:

Present: Alderman Jack Burns, 'Alderman Craig Louer, Alderman Janet Stack, Eric Williams, Director of Public Works, Ryan Zwijack, City Engineer, Tim Harr, City Administrator, Jeff Mills, EPD, Cody King, The intelligencer, Karenzimmerman, 6633 Fox View Drive, Leo Sulentic, 7 Hadley Court

I. Public Comment:

A. Leo Sulentic brought his concerns about present maintenance of Hadley Lane, which is considered a private road. This issue will require further research and consultation with the City Attorney.

A. Approval of Minutes from the Public Services Committee meeting of October 10, 2017

Alderman Stack asked for a motion to recommend Approval of the Minutes from the Public Services Committee meeting of October 10, 2017, Alderman Burns moved to approve. Alderman Louer seconded the motion. All Ayes. Committee forwarded to Council for information.

B. Approval of the Right of Way Encroachment and Hold Harmless Agreement Between the City of Edwardsville and Joseph T. Divine at 236 West Union Street

Ryan Zwijack explained that the homeowner had removed the front porch prior to applying for a permit, and it was discovered that the front porch was in the right of way, The house is part of the original town of Edwardsville and was built before any of the current zoning or setback regulations. The homeowner will replace the porch in the same footprint as the porch that was removed. Alderman LOuer made a motion to Approve the Right of Way Encroachment and Hold Harmless Agreement Between the City of Edwardsville and Joseph T. Divine at 236 West Union Street. Alderman Burns seconded. All Ayes. Forwarded to Council for approval.

C. Approval to Sole Source Resolution Authorizing the Purchase of Decorative Street Lights from Lighting Associates Inc. in the total amount of $14,949.99

Ryan Zwijack explained this is for a purchase of additional decorative street lights to be on hand as replacements for existing decorative street lights if they become damaged. Alderman Stack made a motion for Approval to Sole Source Resolution Authorizing the Purchase of Decorative Street Lights from Lighting Associates Inc. in the total amount of $14,949.99, Alderman Burns seconded. All Ayes. Forwarded to Council for approval.

D. Approval of Professional Services Agreement with Crawford, Murphy, and Tilly Inc. for the Troy Road Mill and Overlay and Drainage improvement Project in the amount of $53,685.00

Ryan Zwijack explained that this project has been previously discussed during other road improvement discussions. Alderman Burns made a motion for Approval of Professional Services Agreement with Crawford, Murphy, and Tilly Inc., for the Troy Road Miland Overlay and Drainage improvement Project in the amount of $53,685.00. Alderman Louer approved. All Ayes. Forwarded to Council for approval.

E. Approval of Sewer Tap-on Agreement with Edwardsville Hospitality, LLC

Eric Williams explained that this agreement is to setup Tap Fees for the new Townplace Suites hotel, The Tap Fees will be based on usage of 4,000 gallons per day and then usage will be reviewed after One year, if it is greater than 4,000 gallons per day, Townplace Suites will be billed for the difference. Sewer tap on fees will be paid upon issuance of the building permit. Alderman Burns made a motion for Approval of Sewer Tap-on Agreement with Edwardsville Hospitality, LLC, Alderman Louer seconded. All Ayes. Forwarded to Council for approval.
