Troy City Council met Oct. 2.

Here is the minutes provided by the Council:

1. Regular City Council Meeting-7:30 p.m.

A. Call to Order and Pledge of Allegiance:

The meeting was held in the Council Chambers in the City Municipal Building, 116 East Market Street, Troy, Illinois, 62294 and was called to order by Mayor Allen Adomite at 7:30 p.m.; immediately following was the Pledge of Allegiance.

B. Roll Call in Alphabetical Order:

Present: Aldermen Nathan Henderson, Dan Jackson, Doug Partney, Matthew Thompson, Troy Turner and Jeff Zarzecki. Other Officials Present: Mayor Allen Adomite, City Treasurer David Roady, City Administrator Jeff Soland, Director of Public Works Rob Hancock, Building and Zoning Administrator Keith Frey, Assistant Chief of Police Brent Shownes, City Attorney Fred Keck and City Clerk Jamie Myers.

Absent: Aldermen Sam Italiano and Bonnie Levo.

C. Reading and Approval of Minutes:

September 18, 2017 City Council Meeting Minutes- Motion: To Approve the September 18, 2017 City Council Meeting Minutes as Presented. Moved by Turner; Seconded by Thompson. Vote: Motion passed (summary: Aye = 5, Nay = 0, Abstain = 1). Aye: Henderson, Jackson, Thompson, Turner and Zarzecki. Abstain: Partney. Absent: Italiano and Levo.

D. Communications, to be provided by the City Clerk:

City Clerk Myers had nothing to report.

E. Citizen Participation, limited to three (3) minutes per Person: None.

F. Mayor’s Comments:

1. Acceptance of Resignation of Philip Lassiegne from the Planning Commission-

Motion: To Accept the Resignation of Phillip Lassiegne from the Planning Commission. Moved by Partney; Seconded by Jackson. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Henderson, Jackson, Partney, Thompson, Turner and Zarzecki. Absent: Italiano and Levo.

2. Troy Citywide Garage Sale & Chamber Pumpkin Festival-Saturday, October 07, 2017-

Mayor Adomite reminded the council and public of the citywide garage sale and chamber pumpkin festival on October 07, 2017. G. City Administrator & Attorney Comments:

1. City Administrator’s Comments-

City Administrator Soland had nothing to report.

2. City Attorney Comments-

City Attorney Keck had nothing to report.

H. Consent Agenda, including Administrative Reports and other items to be voted collectively with one roll call vote: None.

I. Administrative and Community Services Committee Report:

1. Planning Commission Meeting-7:30 pm, October 12, 2017-

Alderman Partney announced the next planning commission meeting on October 12, 2017 at 7:30 p.m. Building and Zoning Administrator Frey stated the planning commission will continue to work on the growth management plan. 2. Building and Zoning Administrator Report-

Building and Zoning Administrator Frey stated EJ Equipment is almost ready for their final inspection. Their grand opening is scheduled for October 12, 2017.

J. Finance and Economic Development Committee Report:

1. Finance & Economic Development Committee Meeting-7pm, Thursday. October 5, 2017-

Alderman Jackson announced the Finance & Economic Development Committee meeting for October 05, 2017.

2. City Treasurer Report-

City Treasurer Roady had nothing to report.

K. Law Enforcement & Emergency Services Committee Report:

1. Chief of Police’s Report-

Assistant Chief of Police Shownes said Detective Raymond, Officer Jader and Community Service Officer Lawson participated at Special Olympics World Conference in Tennessee.

L. Public Works Committee Report:

1. Public Works Committee Meeting-September 25, 2017-

Alderman Zarzecki reviewed the Public Works Committee meeting and announced the next meeting. He stated the committee discussed the sewer plant and the TWM proposal. The committee discussed alternatives ideas concerning the sewer plant.

2. Authorization for Mayor to Execute an Engineering Services Agreement with Juneau Engineering for $23,000-

Motion: To Authorize the Mayor to Execute and Engineering Services Agreement with Juneau Engineering for $23,000. Moved by Zarzecki; Seconded by Henderson. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Henderson, Jackson, Partney, Thompson, Turner and Zarzecki. Absent: Italiano and Levo.

3. Results of Green Team Meeting- September 25, 2017-

Alderman Zarzecki briefly reviewed the meeting.

4. Acceptance of City Sustainability Policy-

Alderman Zarzecki asked the council to review the proposed sustainability policy.

5. Green Team Meeting-7p.m., October 19, 2017-

Alderman Zarzecki announced the next Green Team meeting on October 19, 2017.

6. City Engineer Report-

City Engineer Cissell was absent. An agreement with the residents at 356 Old Homestead has been made.

7. Public Works Department Schedule and Report- 8. Time for Director of Public Works-

Director of Public Works Hancock stated they received the construction schedule from Keely for the water plant. He said fire hydrants are getting flushed.

M. Reports of Special Committees (as needed): None.

N. Ordinances & Resolutions, called by City Clerk, with Citizen Participation limited to three (3) minutes per Person; None. O. Closed Session (as needed): None. P. Adjournment, no Later than 10:00 p.m.

Motion: To Adjourn the Meeting at 7:47 pm. Moved by Jackson; Seconded by Zarzecki. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Henderson, Jackson, Partney Thompson, Turner and Zarzecki. Absent: Italiano and Levo.
