Troy City Council met Oct. 16.

Here is the minutes provided by the Council:

1. Regular City Council Meeting-7:30 p.m.

A. Call to Order and Pledge of Allegiance:

The meeting was held in the Council Chambers in the City Municipal Building, 116 East Market Street, Troy, Illinois, 62294 and was called to order by Mayor Allen Adomite at 7:30 p.m.; immediately following was the Pledge of Allegiance.

B. Roll Call in Alphabetical Order: Present: Aldermen Nathan Henderson, Sam Italiano, Dan Jackson, Bonnie Levo, Douglas Partney, Matt Thompson, Troy Turner and Jeff Zarzecki. Other Officials

Present: Mayor Allen Adomite, City Treasurer David Roady, City Administrator Jeff Soland, Director of Public Works Rob Hancock, Building and Zoning Administrator Keith Frey, Chief of Police Brad Parsons, City Engineer Tom Cissell, City Attorney Fred Keck and City Clerk Jamie Myers.

C. Reading and Approval of Minutes:

1. October 02, 2017 City Council Meeting MinutesMotion:

To Approve the October 02, 2017 City Council Minutes as Amended. Moved by Italiano; Seconded by Turner. Vote: Motion passed (summary: Aye = 7, Nay = 0, Abstain = 1). Aye: Henderson, Jackson, Levo, Partney, Thompson, Turner and Zarzecki. Abstain: Italiano.

D. Communications, to be provided by the City Clerk:

City Clerk Myers had nothing to report.

E. Citizen Participation, limited to three (3) minutes per Person: None.

F. Mayor’s Comments:

1. Approval of Appointment to Planning Commissioner

Mayor Adomite announced his recommendation to appoint John Heater to the open Planning Commission spot. Motion: To Approve the Appointment of John Heater to Planning Commissioner. Moved by Levo; Seconded by Thompson. Vote: Motion carried by unanimous roll call vote (summary: Aye = 8). Aye: Henderson, Italiano, Jackson, Levo, Partney, Thompson, Turner and Zarzecki.

2. Groundbreaking for Water Treatment Plant Improvements-10am, Wednesday, November 1, 2017 at DQ Elevated Storage Tank 

Mayor Adomite announced the groundbreaking for the water treatment plan improvements for November 01, 2017 at 10 a.m.

G. City Administrator & Attorney Comments:

1. City Administrator’s CommentsCity

Administrator Soland gave the floor to Chief Parsons. Chief Parsons stated Detective Raymond had an announcement to make. Detective Raymond and Special Olympics Illinois Assistant Director Lourin Springer recognized Mayor Adomite for his support with the Special Olympics.

2. City Attorney Comments

City Attorney Keck stated they are finalizing easements on Burlington Drive.

Motion: To Approve the Consent Agenda as Presented. Moved by Italiano; Seconded by Henderson. Vote: Motion carried by unanimous roll call vote (summary: Aye = 8). Aye: Henderson, Italiano, Jackson, Levo, Partney, Thompson, Turner and Zarzecki.

I. Administrative and Community Services Committee Report:

1. Results of Planning Commission Meeting-October 12, 2017-

Alderman Partney stated the Planning Commission is continuing to work on the Growth Management Plan.

2. Building and Zoning Administrator ReportBuilding and Zoning Administrator Frey had nothing to report.

J. Finance and Economic Development Committee Report:

1. Bills to be Approved and Paid for the Month of August/September 2017-

Motion: To Approve the Aged Obligation Report and Pay the Bills for the Month of August/September 2017 Totaling $559,684.56 as Presented. Moved by Jackson; Seconded by Turner. Vote: Motion carried by unanimous roll call vote (summary: Aye = 8). Aye: Henderson, Italiano, Jackson, Levo, Partney, Thompson, Turner and Zarzecki.

2. Results of Finance & Economic Development Committee Meeting-October 5, 2017 and October 16, 2017-

Alderman Jackson stated the committee discussed guidelines for TIF recipients.

3. City Treasurer Report

City Treasurer Roady stated real estate tax dollars are beginning to come in.

K. Law Enforcement & Emergency Services Committee Report:

1. Chief of Police’s Report

Chief of Police Parsons spoke about the Special Olympics conference. He stated Sgt. Meier is continuing his training in ALICE. He stated Detective Luther is working on CAP training.

L. Public Works Committee Report:

1. Green Team Meeting-October 19, 2017-

Alderman Zarzecki announced the meeting next green team meeting on October 19, 2017.

2. Acceptance of Lowest Bidder for Bass Drive Improvements with Stutz Excavating for $56,177.00.-

Motion: To Approve Lowest Bidder for Bass Drive Improvements with Stutz Excavating for $56,177.00. Moved by Zarzecki; Seconded by Italiano. Vote: Motion carried by unanimous roll call vote (summary: Aye = 8). Aye: Henderson, Italiano, Jackson, Levo, Partney, Thompson, Turner and Zarzecki.

3. Acceptance of Lowest Bid Tabsheet with No Bids for Improvements at 356 HomesteadMotion:

To Approve the Lowest Bid Tabsheet with No Bids for Improvements at 356

Homestead. Moved by Zarzecki; Seconded by Jackson. Vote: Motion carried by unanimous roll call vote (summary: Aye = 8). Aye: Henderson, Italiano, Jackson, Levo, Partney, Thompson, Turner and Zarzecki.

4. Approval to Waive Bidding and Authorize City Administrator to Negotiate and Contract for Improvements at 356 Homestead, Not to Exceed the City Engineer’s Estimate, Per Chapter 37.46 (D) of the Troy Municipal Code (Requires 2/3 Majority)--

Alderman Zarzecki explained the reason to waive the bidding. Motion: To Approve the Waive Bidding and Authorize City Administrator to Negotiate and Contract for Improvements at 356 Homestead, Not to Exceed the City Engineer’s Estimate, Up to $20,000, Per Chapter 37.46 (D) of the Troy Municipal Code. Moved by Zarzecki; Seconded by Italiano. Mayor Adomite and City Attorney Keck also explained the process. Vote: Motion carried by unanimous roll call vote (summary: Aye = 8). Aye: Henderson, Italiano, Jackson, Levo, Partney, Thompson, Turner and Zarzecki.

5. City Engineer Report

City Engineer Cissell had nothing else to report.

6. Public Works Department Schedule and Report-

7. Time for Director of Public WorksDirector of Public Works Hancock stated the test hole for well five (5) has been completed.

Also, lift station repairs have been done. Mayor Adomite commented on water on Dewey Street due to grass clippings.

M. Reports of Special Committees (as needed): None.

N. Ordinances & Resolutions, called by City Clerk, with Citizen Participation limited to three (3) minutes per Person;

Motion: To Approve Resolution 2017-13-Troy Veteran’s Day Parade-1pm, Saturday, November

11, 2017. Moved by Jackson; Seconded by Levo. Vote: Motion carried by unanimous roll call vote (summary: Aye = 8). Aye: Henderson, Italiano, Jackson, Levo, Partney, Thompson, Turner and Zarzecki.
