City of Belleville Parks & Recreation Board met Nov. 8.

Here is the minutes provided by the Board:

The Regular meeting of the Board of Trustees for the Belleville Parks and Recreation Department was called to order at 6:30 p.m. by Mr. Friederich, President of the Board.

Roll Call Board Members (Alphabetical Order) Mr. Glenn Friederich, Mrs. Teresa Hessel, Ms. Dorothy Meyer, Mr. Tom Myatt. Ms. Marge Belt was excused from the meeting.

Roll Call Staff Members (Alphabetical Order) Mrs. Debbie Belleville, Mr. Jason Poole.

Weather Alert/Disaster Building instructions

Mr. Friederich asked if everyone in attendance was aware of the weather preparedness plan in place. Mr. Friederich explained the storm instructions.

Previous Minutes

Mr. Friederich asked if there were any additions or corrections to the minutes for the October 11, 2017 meeting. Ms. Meyer made a motion that the minutes for October 11, 2017 be placed on file, the motion was seconded by Mrs. Hessel. All members voted aye. Motion carried.

introduction of Guests and Public Participation

Correspondence

None.

Claims 

Mrs. Hessel made a motion that the claims for the month of October 2017 be paid, the motion was seconded by Mr. Myatt. A roll call vote was taken with all members votingaye. Motion carried.

Summary of Fund Balances

Mrs. Hessel made a motion to have the finance reports for the month of October 2017 placed on file, the motion was seconded by Ms. Meyer. All members voted aye. Motion carried.

Bids

None.

Director of Parks & ReCreation

Mrs. Belleville provided the board members with renderings of the proposed Bicentennial Barn created by EWR Engineering. Mrs. Belleville stated that Danny Miller, White Oak Construction is willing to build at cost and provide some volunteer work and the Carpenter's Union would work with the contractor. Mrs. Belleville stated this would be a kit and approximate cost estimates at this time are $275,000.00 to $300,000.00 to complete. Mrs. Belleville stated there is $70,000.00 from the profits of the Belleville 200 celebration and $50,000.00 from a St. Clair County Grant. Mrs. Belleville stated fundraising would be done for donations for the project. Discussion was held on the proposed Bicentennial Barn.

Mrs. Belleville informed the board members the Bicentennial OSLAD Grant is out for bid currently. Mrs. Belleville stated the completion date is June 15, 2018.

Mrs. Belleville informed the board members the new Laderman Park lighting should be completed the week of November 13, 2017.

Director of Public Works Report

Mr. Poole stated the parks are being winterized such as irrigation, water fountains and some restrooms. Mr. Poole stated they are also working on ball diamonds by removing lips.

Mr. Poole stated DMS Contracting is doing the tree planting in the parks as part of the Hofbrauhaus Project where trees removed on IDOT property had to be replaced throughout the city. Mr. Poole stated 120 trees are being planted. Mr. Poole stated they are responsible for watering them and keeping them alive for at least a year. Discussion was held on the tree planting.

Mr. Poole stated the Southside Building will be torn down soon the asbestos removal has begun.

Hearing no further New Business, Old Business or Questions from the Floor. Mrs. Hessel moved to adjourn the meeting, seconded by Ms. Meyer. All members voted aye. Motion carried. The meeting was adjourned at 6:55 p.m.
