Alton Historical Commission met April 17. 

Here is the minutes as provided by the commission:

Members Present: Doug Bader, Mary Anderson, Monica Mason, Diane Plummer,


Charlene Walker

Members Not Present: Chase Green, Jonas Janek

Others Present: Bill Lane, Jason Dunham, Kevin Bradley, Eric Schultz, Becky

Brunaugh, Secretary

The meeting of the Alton Historic Commission was called to order by Chairman Doug Bader at

7:02 p.m. on April 17, 2018.

Monica Mason made a motion to accept the minutes for March 21 as presented. Mary Anderson

seconded the motion. Motion passed unanimously.

Applications:

Bill Lane presented the application for 717 Grove St. He is proposing replacing the existing rear

porch with a new covered porch that will match the side porch. Latticework will be at the

bottom, white in color.

Mary Anderson made a motion to approve the application as presented. Monica Mason

seconded the motion. Motion passed unanimously.

Jason Dunham with Dunham Windows presented the application for 410 W. 4th St. He is

proposing 13 replacement windows for the sides and back of the residence. The window sizes

will remain the same, and no mullions will be used.

Diane Plummer made a motion to approve the application as presented. Charlene Walker

seconded the motion. Motion passed unanimously.

Kevin Bradley and Jason Dunham appeared together to appeal the decision regarding windows at

411 E. 5th St. A lengthy discussion took place regarding Mr. Bradley’s desire to replace the

steel-framed windows at the front of the residence with vinyl-windows with mullions. Eric

Schultz, a local homeowner who has replaced the windows in his historic home, offered research

findings regarding alternatives to the proposed windows. The Commission recommended

interior storm windows as an alternative.

Monica Mason made a motion to deny the application for replacement windows. Diane

Plummer seconded the motion. The vote was as follows:

Approve – 4

Monica Mason, Diane Plummer, Charlene Walker, Mary Anderson

Deny – 1

Doug Bader

Other Business:

The Commission decided to postpone the Historic Commission Awards for one year due to not

enough nominations.

There being no further discussion or comment from the public, the meeting was adjourned at

7:40 p.m.
